Dear Sir:
This is in the matter, of the appeal of Arthur E. Rehnberg pursuant to Chapter
64.03 of the Zoning Code, to construct an apartment building in an "'A" resi-
dential district on property located on the west side of White Bear Avenue
between Ivy and Clear Avenues., The legal description is as follows: except
the north 76 feet, and except the south 100 feet, Lot 10, Block 4, Ames Acre
Lots. The property was zoned "A" Residence in 1922 and is presently so zoned.
The property under consideration is adjoining commercially zoned property
which is developed with a small grocery store and meat market., The applicant's
property is presently undeveloped. If the appeal is granted, it is intended
to develop this site with a two and one -half story, eleven unit apartment
building and a parking lot with a capacity of eleven car spaces.
The property has a frontage of 121.85 feet along White Bear Avenue, extending
westerly to a depth of 120 feet which results in an area of approximately
14,622 square feet.
The adjacent land uses are as follows: west and adjoining are theimear yards
of new single family residences fronting on both Clear and Ivy Avenues; south
and adjoining are single family residences fronting on Ivy Avenue, also a
meat market and small grocery store which front on White Bear Avenue; north
and adjoining is a single family residence fronting on White Bear Avenue;
east across White Bear Avenue are single family residences and a real estate
office with a residence over it.
The Board of Zoning and it's staff's review reveals that the proposed develop-
ment meets the recommended density and ground coverage standards for this type
of facility. Field investigation discloses that the area is primarily single
family inccbaracter and that, from a land use standpoint, it would be desirable
to maintain this character. However, the appeal and proposed use is permissable
under the provisions of the Zoning Code.
At the January 22, -1959, meeting of the Board of Zoning, the Board acted
upon this matter, and.recommends the granting of this appeal to permit the
construction of an eleven unit apartment building.

Gentlemen:
The undersigned respectfully appeals that your body permit
the erection of an apartment building for more than four families
in an "A11 residence district on a tract of land embracing an area
equivalent to three platted lots immediately adjoining a commercial
district, and sets out the following:
The full name of the applicant is Arthur E. Rehnberg, who
does business as Rehnberg Realty Co., at 1094 Payne Avenue, St. Paul,
Minnesota.
The legal description of the property is,
Lot 10 except North 761 and except South 611
of South 1611 of Lot 10, Block 4, Ames Acre.
Lots, St. Paul, Minn.
The street location is on the west side of White Bear,Avenue,
between Ivy and Clear streets. The property is presently.vacant
property. The proposed use of the property is for the construction
of an apartment building consisting; of a basement and two stories.
The purpose of this appeal is to secure authority to develop
the property by the construction of such apartment building for
11 units. This appeal is necessary in order to comply with the law
under the present zoning. The section of the ordinance appealing
under is Legislative Zoning.Code, Chapter 64.03, Section L,
Paragraph_ 2.
I enclose herewith and submit to you in connection with this
appeal two site plans that contain the following information:
The property lines and dimensions; the status of the present
and proposed grades in relation to street and location and size of
the proposed building; the type of the proposed use; the area of
proposed off- street parking, and the plan is drawn to scale showing
overall dimensions, with north arrow, scale, your applicant's name,
the date and the legal description, all in accordance with the
requirements for this appeal.

the parking area as outlined. Upon the approval of this appeal,
the parking area will be laid out and located a required distance
of 8 feet from the lot lines, with provision for dense screening by

the requirement therefor. All of this will be set forth in con-
nection with an application for off - street parking.
