MINNESOTA � WHEREAS, the City of Sa'vat Paul is working to implement the Marshall Avenue Bike Lanes project; and WHEREAS, the Mazshall Avenue Bike Lanes project is funded by a grant from Transit for Livable Communities (TLC) as part of the federally funded Non-motorized Transportation Program; and WHEREAS, the pwpose of the project is to implement bike lanes on Marshall Avenue from Mississippi River Boulevard to Cretin Avenue; and WHEREAS, bike lanes currently exist on Marshall Avenue from Cretin Avenue to Fry Street; and WHEREAS, with implementation of the Mazshall Avenue Bike Lanes project, bike lanes will exist on Marshal] Avenue from Mississippi River Boulevard to Fry Sheet; and WHEREAS, Fry Street is ]ocated one block west of Snelling Avenue; and WHEREAS, Minnesota Statute 160.263 Subd. 4, states that "the �overning body of any political subdivision....may designate a safe speed for any street or highway under its authoriry upon which it has established a bicycle lane; provided that such safe speed shall not be lower than 25 miles per hour"; and WHEREAS, one of the conditions of the approved funding application is revising the speed limit along the Marshall Avenue corridor between the west city limits and Snelling Avenue from 3S miles per bour to 30 miles per bour; and WHEREAS, Ramsey Counry is the governing auThority over Marshall Avenue; and WHEREAS, the City of Saint Paul believes that a reduction in the speed limit on Marshall Avenue is in the best interesY of safery for all usexs of the roadway and will provide a consistent speed lunit between Saint Paul and Minneapolis along the MarshalULake Street corridor, now; THEREFORE BE IT RESOLVED, that the Ciry Council of the Ciry of Saint Paul hereby request Ramsey County to revise the speed limit on Mazshall Avenue between the west city limits and Snelling Avenue from 35 miles per hour to 30 miles per hour, AND BE IT RESOLVED, that the red�ced speed limit will be enforceab]e after proper posting and signing has been completed. Initiating Protylem, Issues, Opportunity (Who, Whaf, When, Where, Why}: The Mazshall Avenue Bike Lanes is funded ouk of the federa.l Nonmotorized Transportarion Pilot progratn administered by Transit for Livable Communites. The project seeks to improve the user environment for the nonmotorized user by adding bike lanes, sidewaUcs and landscaped medians to Mazshall Avenue between Mississippi River Boulevazd and Cretin Avenue. One condition of the approved fvnding applicarion is reducing the speed limit between ffie west city limits and Snelling Avenue from 35 mph to 30 mph. Based on State Statute 160, only the goveming authority of the roadway can revise the speed limit. In the case of Mazshall Avenue the goveming authoriry is Ramsey County. In order for Ramsey County to pass a resolution revising the speed limit they need a resolurion from the Ciry requesting the County take such acrion.
