RESOLi3TION AUTHORIZInTG APPLICATION TO THE DEPARTMENT OF EMPLOYMENT AND
ECONOMIC DEVELOPMENT AND TO THE METROPOLITAN COUNCIL FOR CONTAMINATION
INVESTIGATION AND CLEANUP GRANTS FOR THE RENAISSANCE BOX, SHOLOM HOME, AND
SAXON FORD SITES
WHEREAS, the City of Saint Paui, Minnesota is a participant in the Livable Communities Act's Housin�
Incentives Program for 2009 as determined by the Metropolitan Council, and is therefore eligible to make
application for funds under its Tc� Base Revitalization Account; and
WHEREAS, the City has identified environmental investigation and clean-up projects within the City that
meet the purposes and criteria of the Contamination Inv�stigation and Cleanup Grant Pr�gram of the
Department Qf Employment and EconQmic Development, and the T� Base Revitalization Account Grant
Program of the Metropolitan Council; and
WAEREAS, the City finds that the required contamination cleanup will not occur through private or other
public investment within the reasonably foreseeable future without Contamination Investigation and
Cleanup GYant and TaY Base Revitalization Account grant funding; and
WAEREAS, the City represents that it has undertaken reasonable and good faith efforts to procure funding
fox the activities for which Ta� Base Revitaliaation Account grant funding is sought but was not able to find
or secure from other sources funding that is necessary for cleanup completion and states that this
representation is based on the following reasons and supporting facts:
• State reductions in Local Government Aid leave the City of Saint Paul wifh no general fund
resources to invest in remediation activities, and
• The expiration of some tax increment distxicts and the depletion of various development accounts
leave the Housing and Redevelopment Airthority of the Cify of Saint Paul with na development
resources t� invest in these remediation activities.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Saint Paul, Minnesota
hereby approves the contamination investigation and cleanup grant applications submitted to the
Department of Employment and Economic Development and the Metropolitan Council on November 2,
2009 by the City of Saint Paul fox the Renaissance Box, Sholom Home, and Saxon Ford sites; and
33 BE IT FURTHER RESOLVED, that the City of Saint Paul, Minnesota agrees to act as legal sponsor far
34 the projects contained in the cleanup grant applications submitted to DEED and the Met Council on
�5 November 2, 2009 and that the Dii�ector of the Department of Planning and Economic Development is
36 hereby authoxized to apply tc� DEED and the Met Couticil for funding of these projects on behalf of the
37 Renaissance Box, Sholom Home, and Sason Ford sites; and

s9 BE IT FURTH�+R RESOLVED, that the City has the institutional, managerial, and financial capability to
4o ensure adequate project and grant administration; and

a2 BE IT FURTHER RESOLVED, that the sources and amounts of the local match identified in the
43 applications are committed to the projects identified; and

45 BE IT FURTHER RESOLVED, the City certifies that it has not violated any Federal, State or local laws
46 pertaining to fraud, bribery, �aft, kickbacks, collusion, conflict of interest, or other unlawful or corrupt
47 practice and that iY will comply with all applicable laws and regulations as stated in the contract
48 a�reements; and

so BE IT FURTHER RESOLVED that if the City is awarded erants by the Department of Employment and
51 Economic Development and the Metropolitan Council the City of Saint Paul will be the grantee and agrees
5z to act as the le�al sponsar to administer and be responsible far grant funds expended far the project
53 contained in the Contaminatio�a Investigation and Cleanup Grant and Tczx Base Revitaliaation Account
sa grant applications submitted on November 2, 2009; and

56 NOW THEREFORE BE IT FINALLY RESOLVED, that the Mayor and City Clerk of the City of Saint
5� Paul are hereby authorized to execute such agreements as are necessary to implement the projects on behalf
58 of the applicant.
