(February 21, 1959) { FEB 17 196: Adopted by the Council 19_ FEB 17 1959 Approved 19_ ir ; Mayor f -2- Because of the stated opposition on the part of a number of property owners in the area to some of the relationships contemplated in the present plan, the Zoning Board cannot, at this time, recommend the approval of this parking lot application until the question of the alley access is settled. In making this recommendation the Zoning Board takes note of the fact that the design problems posed by the present application are a direct result of the fact that the present plans contemplate a serious over- crowding of the land. For example, nineteen (19) dwelling units on the site would produce a dwelling density of thirty -six (36) dwelling units per acre as compared to a recommended standard for this kind of development of twenty -five (25) dwelling units per acre. The applicants propose to cover 47% of this site with a building as compared to a recommended land coverage of 30% for this kind of development. Study of the applicant's plans reveals a number of other relationships which could be improved upon if the objectives as to the number of dwell- ing units to be located in the structure were reduced. The Zoning Board recommends, therefore, that the particular plan before the Council at this time be denied and that the matter be referred back to the departments affected, for the purpose of negotiating a solution which would be more compatible with the interests of the adjacent pro- perty owners and the community at large. This property is located adjacent to the east side of Mississippi River Boulevard some 134' north of Highland Parkway. The zoning is presently "C" residence as this property was re- classified from "A" residence to "C" residence on March 11, 1939. The property under consideration has a frontage of 106.5 feet along Mississippi River Boulevard and an average depth of 217.5 feet, re- sulting in an area of approximately 23,164 sq. ft. or 53. 2 percent of an acre. The proposed building will cover 4,570 sq. ft. or 20 per cent of the site. The 15 residential units meet the recommended density stan- dard. I The proposed parking lot will be at the rear of the property with ingress and egress from Mississippi River Boulevard. The plan shows adequate buffer and screen planting where adjoined by residences. The Traffic Engineer has approved the proposed lay -out and the plans meet existing standards for this type of facility. There are single - family homes to the north and to the east: the Second Church of Christ the Scientist is located immediately to the south on the corner of Highland Parkway and Mississippi River Boulevard. In consideration of the above factors, the Board of Zoning recommends the granting of this application for a 15 -car private parking lot in accord- ance with plans approved October 23, 1958. The Zoning Board has been advised that the Department of Public Works, as a matter of policy, does not recommend to the Council the improvement of any alley of less than 20' in width particularly in cases where development has not proceeded to the point that makes a compromise of this standard necessary. The Board has been advised that there are only two ways in to which the applicant could secure the improvement of this alley upon which his access depends, one by a petition of the abutting property owners and two, by a Council Ordinance.
