Whereas, The approximate align- ,
ments of freeways adjacent to the
downtown area of Saint Paul have been'
fixed through action of the United
States Bureau of Public Roads, the
Minnesota Department of Highways,
WHEREAS, The approximate alignments of freeways adjacent to the
_downtown area of Saint Paul have been fixed through action of
the United States _Bureau of Public Roads; the Minnesota Depart-
ment of Highways, and the Saint Paul City Council, and ,
WHEREAS, In the downtown area the movement of traffic between the
proposed freeways, when completed, and other major traffic
carriers or destination points, together with steadily in-
creasing traffic movement not related to the proposed freeways,
may cause, in the foreseeable future, intolerable overloads on
the existing downtown streets unless suitable auxiliary facil-
ities are provided, and
WHEREAS, During the several years required for the various phases
of freeway construction there is danger that the accompanying
temporary distortion of traffic patterns may result in special
and severe congestion on downtown streets, and
WHEREAS, Such excessive congestion on the downtown streets would be
a cause of undue and costly delay and accident hazard to the
general public, and
WHEREAS, Such excessive volumes of traffic on local downtown streets
would be detrimental to a healthy downtown business climate,
now therefore be it
RESOLVED, That'the Commissioner of Public Works is hereby authorized
_.and directed to request the Minnesota Commissioner of Highways
to study and undertake appropriate action on the creation of
an auxiliary highway transportation system of main arteries,
intermediate in character and function between the high speed,
limited access freeways and the existing local downtown streets,
and be it further
RESOLVED, That the request of the Commissioner of Public Works shall
define the auxiliary highway transportation system to be studied
as including the following:

1. A new Mississippi River bridge d?wnstream from the
present Robert Street bridge and lying generally along
the extended line of Lafayette Street, and including
necessary connections.to the north and south.
2. Development of a continuous; high- capacity roadway
around the fringes of the downtown, such roadway to
consist of an improved Kellogg Boulevard on'the
south and west, the freeway frontage road system on
the north, John Ireland Boulevard or the Pleasant
Avenue Freeway frontage road system on the north-
west, and improved roadways and connections in the
Broadway - Rosabel area to the east.
3. A rerouting or redesignation of state trunk highways
having the effect of bringing the proposed Lafayette
bridge into the state highway system and causing the
state highways in the down'f6Wn area to be routed on
the auxiliary roadways described in Item No. 2 above,
and be it further
RESOLVED, That the request of the Commissioner of Public Llorks shall
particularly ask that the study of auxiliary facilities be in
conjunction with the freeway studies and that appropriate
auxiliary elements be constructed before or during the freeway
construction so as to assure at all times reasonable traffic
service in the downtown area, and be it further
RESOLVED, That the request of the Commissioner of Public Works-shall
include a suggestion that the studies and resultant plans be
developed cooperatively with affected city agencies and civic °
groups so that all plans for streets and land use may be
effectively coordinated.
