Presented by
WHEREAS, the Saint Paul Fire Department has received a�ant of � 1,950,840.00 from the Federal Emergency Management
Agency's FY2008 Staffin� for Adequate Fire and Emergency Response (SAFER) Grant to pay for 18 additiona] firefighters
over a five year period, and
WHEREAS, the City of Saint Pau] is required by federal law to pay matching fund conri'ibution of $3,074,148.00 which will be
paid from the budget in PS/001-05 120-01 1 1-50130 and PS/001-05120-0439-50130 over the five yeaz grant period, and
WHEREAS, the Saint Paul Fire Depariment was given approval in Council Resolution 09-568 to apply for this gant and
contribute matching funds, and
WHEREAS, the financing and spending plans for 2009 have not been established for the grant received, and
WHEREAS, the Mayor recommends that the following addition be made to the 2009 budgeT.

The Saint Paul Fire Deparhnent applied for and received a grant of $5,024,988.00 of which the federal govemment would provide
$1,950,840.00. The Saint Paul Fire Deparhnent would provide a local °match" of $3,074,148.00 over the five year grant period. The
F'ue Deparqnent received approval to provide the matching funds on Council Resolution 09-568.
Advantages If Approved:
The Ciry of Saint Paul will be able to fund 18 additional firefighter positions during the next five years. Over the five yeaz grant
period, the federal government would provide a total of $1,950,840.00 to fund the salaries and benefits oFthese additional positions.
Disadvantages If Approved:
The Saint Paul Fire Depariment is required to provide the local share of the grant totaling $3,074,148.00 over the five yeaz grant
period.
Disadvantages If Not Approved:
Lost opportunity to secure adequate funding for critical public safety pccsonnel for fire, EMS, hazazdous materials and rescue
operations for the fire deparment.

This green sheet establishes a financing and spending plan for the 2009 portion of the SAFER grant. The
authority needed is $1OQ960.83. T'his is for academy and training costs to get the firefighters that will be
partially funded through the grant hired and ready for duty.
There is a match requirement of 45%. This was planned for and is included in the 2010 budget, and the
department received approval from Council through resolution #09-568.
This will require a public heazing and will be on the agenda October 21
This proposal seems reasonable, I recommend signing.
