PAWouncil File No. 192895 —By Milton 'Rosen— OF E OF THE CITY Whereas, is aawe that Northern Nrl A COUNC ESOLUTION —GEN Y s u g ana ' deli erinsingav d,' n - "ro�hdt ribution by the latter m s'n3�;,., . -T ilication with the Fe i1IlliSSi ':n for - pincrea€ Qci zlcl said Igditberq} }`h4 Alsta`j��r.� fl Qfga 1� `'i?t3 �I m WHEREAS, the Council of the City of St. Paul is advised-that Northern Natural Gas Company, the pipe line company selling and delivering gas to Northern States Power Company for local distribution by the latter to the citizen users in St. Paul, has filed an application with the Federal Power Commission for an increase in rates of gas which said Northern Natural Gas Company sells to Northern States Power Company, and WHEREAS, such application for increase in rates of Northern Natural Gas Company is the 8th such application for increased rates filed by said company since 19490 and WHEREAS, the rates incorporated in the 6th and 7th rate increase applica- tions of Northern Natural Gas Company have been in effect since August 279 1957 and November 279 1958 respectively and as yet no hearings have been conducted by the Federal Power Commission or scheduled to be conducted to determine the reasonableness of these pipe line rates, and WHEREAS, the increased charges resulting from the rates contained in the 6th and 7th rate increase applications are now reflected in the retail distribution rates of Northern States Power Company within the City of St. Paul and impose a burden upon the citizen users of natural gas, and WHEREAS, the imposition of further increases under this 8th Increase applica- tion will still further increase the burden upon the users of gas in St. Paul when reflected in retail rates, be it RESOLVED, by the Council of the City of St. Paul, that the Public Utilities " Committee of the Council and the Corporation Counsel are hereby directed to oppose in all respects the application for increased rates under the 8th rate increase application of Northern Natural Gas Company in view of the fact that no evidence of necessity or showing of need for such increase has been made, and be it FURTHER RESOLVED, that the Public Utilities Committee and the Corporation Counsel take all steps possible to secure an early determination by the Federal Power Commission of the reasonableness of the pipe line rates of Northern Natural Gas Company now in effect. � U L 2 1959 COUNCILMEN Adopted by the Counci 19— Yeas Nays DeCourcy 13o9ftRd_ _ Mortinson Peterson Rosen Winkel Mr. President, Dillon sM s•se cQW2 JUL 2 1959 Approved 19— Tn Favor , Mayor Against PUBLISHED 7 --/- � 7
