June 23, 1959 , Mr. Joseph Okoneski y Cit Clerk Building Dear Sir: 9 This is in the matter of the application of the White Castle System Inc. to enlarge their present drive -in restaurant operation on property located on the north "side of West Seventh Street between Auditorium and Exchange Streets. The legal =description is: except part taken for West Seventh Street widening, that part of Lots 1 and 2 nor of West, Seventh Street, also the east 39 feet of Lot , and the north 12 Vd ee o fhe p west 21 feet of of 3, all in Block 6, Rice and Irvine i tiorr. The zoning is "Commercial" and has been since the adoption of the ordinance in 1922. I On November 14, 1958, the City Council granted a permit to enlarge the existing parking lot in connection with the White Castle restaurant. Presently there are several small one -story commercial buildings and uses adjoining and fronting on West Seventh Street. The applicant proposes to remove the buildings and enlarge his present parking lot by four spaces and provide one additional driveway on West Seventh Street., 1I The enlargement of this operation will increase the frontage along West Seventh Street by approximately 49 feet resulting in the folloiing street frontages; 180.5 feet along West Sixth Street, approximately 200 feet along West Seventh Street; and 31.7 feet on Auditorium. The area of the site is approximately 17,442 square feet. ° The adjacent land uses are: north across West Sixth Street is a car wash and filling station; south across West Seventh Street is a private parking lot, south and adjoining are retail shops fronting on West Seventh Street; west and adjoining is the Quantrell Cadillac used car sales lot; east across intersecting streets are the Saint Paul Fire & Marine surance Company and other office buildings. P1 The Traffic Engineer has approved the plans which meet standards for this type of facility. Field investigation discloses no objection from the standpoint of adjacent land uses. In consideration of the above factors, the Board of Zoning recommends the granting of this permit to enlarge an existing drive -in restaurant in accordance with plans approved May 7, 1959. 11 d Sincerely, HCW :mm Herbert C.
