The Commissioner of Finance hereby reports as follows :

To the Commissioner of Finance of the City of Saint Paul:
The Commissioner of Public Works, having had under consideration
-the preliminary order of the Council, known as Council File No. 191522 ,
approved 14ar. 25th. , 19_5_9, relative to the repair or reconstruct-

ion of the sidewalk on both sides of Central Ave. from St. Albans to Dale Sto
and having investigated the matters and things referred to therein, hereby
reports:
1. Said improvement is X necessary and (or) desirable.
