RESOLVED, that upon appeal of Alden T. Ikeda from the
decision of the Commissioner of Parks, Playgrounds and Public
Buildings, and upon the favorable recommendation of the Board
of Zoning, a 13 foot building line is hereby established on
Lot 12, Block 12, Terrace Park Addition, according to the plat
thereof on file and of record , in the office of the Register
of Deeds in and for Ramsey County, Ninnesota, which lot is
situated on the north side of Oakland .Avenue between Western
and Lawton.

Dear Sir:
1 This is in the matter of Alden T. Ikeda's appeal to establish a 13 -foot build -
ing line for Lot 12, Block 12, Terrace Park Addition which lot is located
on the north side of Oakland between Western and Lawton. The present zoning
is "C" Residence and has -been since 1922.
The lot is presently vacant and wooded and the applicant proposes to develop
the site with a seven -unit apartment building and a seven -car off - street
parking lot accessory'thereto. The present building line is 18' as estab-
lished by three multi -type residences constructed in this block prior to the
enactment of the Zoning Ordinance.
The purpose of the appeal is to allow the applicant to construct a building
five feet nearer to Oakland Avenue in order'that adequate off - street parking
can be provided on the site without undue excavating into the steep slope at
the rear of this'lot.
The lot has a frontage of sixty feet along Oakland Avenue.and an average
depth of approximately 177 feet resulting in an area of approximately 10,620
square feet. However, only.about 8,100 square feet of this site is usable
because of the -steep embankment at the rear portion of this lot.
The adjacent land uses are: south across Oakland and Pleasant Avenues are
single - family residences which front on Pleasant Avenue which later will be
removed for the Pleasant Avenue Freeway. West and adjoining a single - family
residence fronts on Pleasant Avenue. North and adjoining is Park Property
and a single - family residence which front on Summit Court which is about 70'
above Pleasant Avenue.
A review of the matter by the'Board of Zoning and its staff, and field in-
vestigation disclosed no basic objection to this proposal as a 13 -foot build-
ing line has recently been established on two lots in this block by the City
Council. In the opinion of the Board a relaxation of the present building
line from 18 feet to 13 feet would not be detrimental to the adjoining properties
In consideration of the above factors, the Board of Zoning recommends the
granting of the appeal for the relaxation of the building line from 18 feet to
13 feet on the property under consideration.

ALDEN T. IKEDA, hereby appeals to the City Council of the City of St. Paul
for the relaxation of the building line requir.&ents pertaining to setbacks
and asks that he be given permission to use a building line setback of 13
feet in the construction of a proposed 7 unit apartment to be build on
Lot 122 Block 12, Terrace Park Addition to the City of St. Paul in place of
the building line setback of 18 feet which was established at the tune of the
adoption of the zoning ordinance.
