Mr. Joseph Okoneski City Clerk Building Dear Sir: April 29, 1959 This is in the matter of the appeal of the Schulz Market for an extension of a commercial use on property located on the south side of Lawson Street which is the third lot east of Arcade Street. The legal description is Lot 13, Block 1; E. M. Mackubin's Second Addition. The east half of Lot 13 is zoned "Bt' Residence,,and has been since 1922. - f This property is presently developed with a single family residence fronting on Lawson Avenue and a one -car garage. The applicant proposes to remove the existing house and garage and construct an addition to the rear of the present Schulz Market which fronts on Arcade Street. The purpose of the appeal is to extend the commercial use proposed for the west half of Lot 13 to include the entire lot. On July 5, 1956, the Traffic Engineer and Planning Director approved a nine car parking lot plan for the property which is west and ad- joining the property under consideration. This lot has been constructed and is in operation. - 1 Lot 13 has a frontage of 40 feet along Lawson Avenue, and a depth of 125 feet resulting in an area of 5,000 square feet. The site of the present store building has a frontage of 43 feet along Arcade Street; and a depth of 80 ; feet resulting in an area of 3 -,440 square feet; the combined areas amount to 8,440 square feet. The adjacent land uses are: east and adjoining are single family residences which front on Lawson Avenue; west and adjoining is the present Schulz Market and an off-street parking lot accessory to the liquor store which fronts on Arcade Street; north across Lawson Avenue is the yard of a residence which fronts on Arcade Street; south across the alley is the Scbwietz Furniture Store which fronts on Arcade Street. A review of the matter by the Board and it's staff, and field investigation disclose that the building extension, and the enlargement of the parking lot will not be detrimental to the adjoining property. In consideration of the above factors, the Board of Zoning recommends the granting of the appeal for an extension of the commercial use on the above described property. Sincerely, i - Herbert C. We are proceeding under Section 64. 03, entitled Zoning Code, General Provisions, Meetings and Procedures of the Board. My clients are the owners of certain. property on the east side of Arcade Street, between-Lawson and Jenks Avenues where they are presently operating, a food and meat market. There .are some other buildings to the north of their building,and there have already been provisions made for off street parking -on the lots on the southerly side of Lawson Avenue going, east- ward from Arcade Street. Sometime ago my clients. purchased a lot 13, block 1, E. M. Mackubin's Second Addition to the City of St. Paul, which street address is 830 E. Lawson Avenue. This is within two hundred feet of Arcade Street It is within their plans to remove the -house that is located on this lot and to use part of the lot for a proposed addition to their building.. With the remainder of the lot they hope to provide further off street parking area for their c sto- mers. Because we do run into a.'situation wherein the building located at 830 E. Lawson Avenue and that property is zoned residential even though it comes within the two hundred feet of Arcade Street and should technically be considered as commercial, we are filing this application and appeal for the securing of the necessary permits and approval to proceed with the plans that are set out in detail in the enclosures contained herein. You will note that we have accompanied this letter and the plans with our check in the amount of $20. 00 and trust that the matter will be expedi- tiously handled with my being kept advised so that we can be certain to attend any meeting that may be held with respect to this matter.
