A public hearing having been had upon the above improvement upon due notice, and the Council
having heard all persons, objections and recommendations relative thereto, and having fully considered
the same; therefore, be it
RESOLVED, By the Council of the City of St. Paul that the precise nature, extent and kind of im-
provement to be made by the said City is. to construct a sewer in Wyoming Street from
Brown Avenue to Woodbury Avenue
and the Council hereby orders said improvement to be made.
RESOLVED FURTHER, That the Commissioner of Public Works be and is hereby instructed and
directed to prepare plans and specifications for said improvement, and submit same to the Council for
approval; that upon said approval, the proper city officials are hereby authorized and directed to pro-
ceed with the making of said improvement in accordance therewith.

The Commissioner of Public Works, having had under consideration
the preliminary order of the Council, known as Council File No. 191194
approved March 3rd 9 19 59 , relative to construct a sewer in
Wyoming Street from Brown Avenue to Woodbury Avenue
and having investigated the matters and things referred to therein, hereby
reports:

SUBJECT: Installation of sanitary, sewer on E. Wyoming between Wood -
bury .and Brown.
A survey of the sewage disposal facilities in the above block.was made•
April 30, 19'59. In this block there are ten single' family, dwellings and two
empty, lots. on the northwest corner of Brown and E. Wyoming. There: are
several other empty lots' owned. by adjacent home owners on which houses
could be built. These homes house, twenty -five adults, and five children.
Of the ten dwellings, nine use cesspools or septic tanks and one uses an
outdoor privy.
The drainage is very poor. The' top soil is' red, clay with a strata of shale'
underneath it. The smallest lot in the block has -a sixty -five' foot frontage.
One = lot has a ninety foot frontage, the dwelling of which is- occupied by
three' adults who: -work at least five' daps a week. The sewage disposal
system on this: lot consists of two: septic tanks and five' dry wells and is
inadequate. Another residence: is. four years old,, houses two' adults,- the
cesspool of which will have' to- be� pumped .in less than a year. The resident
whose home- is served, by a privy has not installed a septic tank because' of
the: poor absorption of the soil. Other cesspools_ and septic tanks in the' block
have had, to be periodically pumped.
This area also. has a rat problem which to. a, considerable extent can be' blamed
to' accessibility of a food supply in the privy, cesspools and septic tanks.
Considering the° very poor, drainage axed moisture absorption Of'the• soil in the.
area, it is advisable' from a public health stand point to' install a sanitary sewer
to'which the sewage' system -of each residence in the block should be connected.
