RESOLVED, that upon appeal of Concordia College from
the decision of the Commissioner of Parks, Playgrounds and
Public Buildings, a ten foot building line is hereby established
on the west !aide of Griggs Street between St. Anthony and Carroll
Avenues, and on the north side of Carroll Avenue extending from
Griggs Street to a point 100 feet west of Griggs Street, on
property more particularly described as the East 100 feet of
Concordia College Campus Addition, in accordance with appellantts
plan approved February 19, 1959.

Dear Sir:
This is in the matter•of the appeal of Concordia College "to establish a ten
'foot building line on the west side of Griggs Street between St.Antbony and
Carroll Avenues, and-'-tbe north side of Carroll Avenue extending from Griggs
Street to a point lod feet west of Griggs Street. The logal description of
the College's property under consideration is the East 100 feet -of Concordia
College Campus Addition. The present zoning is "A" residence, and bas been
since the adoption of the Zoning Ordinance in 1952.
The.site has a frontage of 100 feet along Carroll Avenue and 244 feet along
Griggs Street, resulting in an area of approximately 24,400-,square feet. At
present, there is a 21 foot building line on Carroll Avenue, as established
by three residences fronting on that street which were built prior to the
enactment of the Zoning Ordinance. There is no established building line on
Griggs Street. If the appeal is granted, the applicant proposes to remove
two residences, one fronting on St. Anthony Avenue, and the other on Carroll
Avenue, and to erect a dormitory on the site. The applicant proposes to
maintain a 28 foot building line along St.Anthony Avenue. However, due to
the size of the proposed building, it is necessary to establish the building
lines as previous described.
The adjacent land uses are as follows: west and adjoining are campus build-
ings; east and south across Griggs Street and Carroll Avenue is Dunning Field;
north and adjoining is the proposed Freeway.
Field investigation discloses no objection.from the standpoint of adjacent
land uses. It is tbe'opiiiion of the Board of Zoning and it's staff that the
proposed building lines will not deviate from the purpose and intent of the
Ordinance, and that the adjoining property will not be adversely affected
inasmuch as there will be, no encroachment or( any yard areas, and the light
and air of adjoining properties will not be restricted.
In consideration of the above factors, the Board of Zoning recommends that
the appeal be granted in accordance with the applicant's plan approved by
the Board of Zoning on February 19, 1959.

Gentlemen:
Concordia College of St. Paul has commissioned this office to
prepare plans and specifications for a new dormitory to be
located on the east portion of the property between St. Anthony
and Carroll Avenues and Bordering Griggs Avenue.
We respectfully request the following building lines to be
established for the proposed dormitory:
A building line 101 west of the property line paralleling
Griggs Avenue.
A building line 101 north of the property line paralleling
Carroll Avenue extending from Griggs to 1001 west.
The 281 building line on St. Anthony Avenue which was
established when Centennial Hall was constructed is being adhered
to for this construction.
