The purpose of the Public Hearing is to consider the ievel of Right of Way maintenance petformed in the City of Saint Paul in 2009 and to ratify the cost of such suvice to be chazged against benefited properties in accordance with Chapter 62 of the Administrative Code. The particu]ar service has been performed and the esiimated costs as proposed by the Departmen[ of Public Works are as foLiows: CLASS I-A - DOWNTOWN STREETS Description: Class I-A service has been performed on all downtown streets (face of carb to face of cuxb) within ffie following boundaries: Kellogg Boulevard on the south and west, Eleventh Street on the north, and Broadway 0o the east (except streets listed m Class I-B, Downtown Sffeets (Brick)). 2009 Level of Services: The downtown streets have been vacuum swept approximately four times per week (two times on east/west streets and two times on noctt�/south streets). All routine maintenance, including patching and repairing of street surfaces, Vee trimming, streetlight maintenance, and snow plowing has been performed on an as-needed basis. Assessment: All Class I-A service will be assessed at a rate of 15.25 per assessable foot. CLASS I-B - DOWNTOWN STREETS (BRICK) Description: Ctass I-B secvice has been pe�formed on all downtown brick streets (face of curb to face of curb): St. Peter St., from Kellogg Blvd to Sixth St.; Wabasha, from Ke]logg Blvd to Sixth St.; Fourth St., from St. Peter tQ Wabasha; Fifth St., from St. Peter to W abasha; Sixth, from St. Peter to Wabasha; Market 5t., Kellogg Blvd to Fourth SG; Mazket St., Fifth St. to Sixth St.; Washington St., Kellogg to Fourth St.; Fourth S[., St Peter St. to Washington St.; F�fth 5G, Market to St. Peter St.; Sixth St., Market to St. Perer St.; Kellogg Blvd., north side; Wa6asha St, just west of Minnesota (Wild) C1ub and ad}acent to Xcel Arena; and Keilogg Blvd., south side: Seventh St to the RiverCentre Parking Ramp. 2008 Leve] of Services: The downtown streets listed above have been vacuum swept approximately four times per week (two times on easUwest streets and two times on northlsouth streets). These are the ma}or arteries in the City and have both heavy volumes of vehicular and pedesffian ffafFic and, m most cases, have business or commercial properties fronting on them Typical examples would be as fo]]ows: University Avenue, Snelling Avenue, West Seventh Street, East Seventh Street, R�ce Street, Payne Avenue Arcade Street, Summit Avenue, Grand Avenue, and others. All of these Class II streets aze accurately defined on a map ava�lable for viewing in the Department of Public Works, 900 City Ha11 Annex. 2009 L,evel of Service: The Class II streets have been swept approximately 8 times per season. All routine maintenance, mcluding patching and repairing of street surfaces, sidewalk maintenance, tree trimming, streetlight maintenance, and snow plowing has been done on an as-needed basis. Includes mowing misce]laneous city right-of-way parcels. Assessmenc Under Class II service there aze twa assessment rates, one commercial and one residenUal. The commercial property rate �s 7.68 per assessable foot and the resident�al property ra[e is 3.13 er assessable foot. CLASS RI - ALL RESIDENTIAL STREETS Description: Class III sarvice has been pedormed on all residenrial stteets ineluding oiled streets, paved streets and intecmed�ate [ype streets. 2009 Level of Service: Residential streets, met�ding oiLed, paved and inCecmediate streets, have received a thorough cleaning in tt�e spnng which included sweeping and flushing. Patching and repairing street surfaces, sidewalk mazntenance, tree tr�mming, streetlight maintenance, and snow plowing has been done on an as-needed basis. Due to increase5 in the cost of fuei and materiats along with citywide budget reducfions, sil residential streets (oiled and paved) will now be chip sealed on a 10 year cycle. One-tenth of these residential streets (a total of 51 miles) will be chip sealed each yeae Io t6e fall, leaves will be picked up from these stteets. Incl�des mowing miscellaneous city righ[- of-way parcels. Assessment Under Class III service there are two assessment xates. The commeicial property rate is 5.67 pec assessable foot and the residentia] property rate �s 2.94 per assessable foot. Due to increases in the cost of fuel and materiais along with citywide budget reducUons, all aileys (oiled and paved) will now be chip sealed on a 10 year cycle. One-tenth of the total number of alleys (approximately 203:"- ;;_',+i alleys) will be chip sealed each year. Assessment: Under C1ass N service, there are [wo assessment rates. The commetcial property rate is 1.06 per assessabie foot and the residentia] property rate is 0.67 per assessable foot. CLASS V - UNIMPROVED STREETS Descr�tion: Service has been performed on a11 unimpmved streets. Hy unimproved, we mean those streets that have not been developed for one reason or another. They are platted City rights-of-way; however, the abutting residents have never petitioned for their improvement nor have there been any assessments levied. Because they aze City rights-of-way, the City has the responsibility to perform minimal repairs and maintenance work on them to reduce any hazards or potential hazards. 2009 Level of Services: The maintenance and repair of these stree[s has consisted of patching, minor blading, placing of crnshed rock and other stabilized material, hee trimming, and snow plowing in order to make them passable and reduce hazards. Assessment: The assessment rate on ummproved streets is 2.82 per assessable foot for commercial property and 1.59 per assessable foot for residential property. By unimproved we mean those alleys that have not been developed fox one reason or another. They are platted City rights-of-way; however, the abutting residents have never petitioned for their improvement nor have there been any assessments levied. Because they aze City rights-of-way, the City has the responsibility to perform minimal repairs and maintenance work re reduce hazards. 2008 Level of Services: The maintenance and repair of these alleys will consist of patching, minor blading, placing of crushed rock and other stabilized material in order to make them passable and redvice hazards. Assessment: The assessment rate on unimproved alleys is 0.51 per assessable foot for commercial property and 0.34 er assessable foo[ for residential properry.
