My residence, 2108 Lower St. Dennis Road, was built on Lot 79 in 1952 and, represents a sizable investment as my taxes will most certainly bear out. At the time I purchased this property, I made extensive inquiry at the City Hall and received assurances that the zoning of this property as residential was considered as permanent. I am certain that the other property owners in this residential area have been. of the same opinion as I have that the residential zoning as it now stands provided the necessary protection against property devaluation- and industrial nuisance problems which most certainly will arise if this rezoning is allowed to occur, Mrs.. Dennis Road is a part of one of the most valuable residential areas in the City of St. Paul, it is surrounded almost completely by park areas and boulevards with few exceptions, one of these being the property which is now under consideration for rezoning and I believe that it would be .a. serious error to alter any of the zoning protection now provided. I respectfully request that full consideration be given to all aspects of this matter and particularly to the effect that the requested rezoning will have on the adjoining property and the neighborhood as a whole. Parranto to rezone from "A" Residence to Commercial certain property located on the north side of St. Paul Avenue between Snelling Avenue (extended southerly) and Madison Street. The legal description is Lots 7, 8, 9, 10, and 17, Block 2; Lots 10 to 15 inclusive.and Lots22 through.27, Block 3, C. W. Youngman's Second Addition, together with the west one -half of Madison Street; all of Alcott Street and the east one -half of Snelling Avenue, all adjoining said lots in Block 2 and 3, together with all alleys in said Block 2 and 3, adjoining said real estate. The present zoning of the property is "A" residence. The Commissioner of Finance reports that 84 per cent, or the owners of 10 of the 12 parcels of land within the required 100 foot radius have signed the petition. The property,undex consideration presently is, and has for many years, been the site of the Nedved Greenhouse and retail nursery operation. In addition,to this operation, there is also a residence on the property. ` If the application for rezoning is approved, the applicant proposes to construct a two -story office building approximately 300 feet by 80 feet, with a maximum height of 30 feet, with provisions made for approximately 65 oar off - street parking area accessory thereto. The property under consideration for the proposed development--,has a frontage of 508.4 feet along St. Paul Avenue, 7 feet-along West 7th Street, and ah average depth of 203 feet, resulting in an area of approximately 103,205 square feet, or 2.35 acres. Part of this area is now classified commercial. The portion under consideration for re- zoning has a frontage of approximately 280 feet along St. Paul Avenue, and an area of approximately 76,380 square feet. The adjacent land uses are as follows: south across St. Paul Avenue are five single family residences fronting on W. 7th street; south across W. 7thSt. are single family residences fronting on W. 7th Street; also across W. 7th Street and farther west is a small restaurant and the Krueger potato and vegetable distributor's warehouse; east and across unimproved Madison Street is a single family residence (basement Home); west and adjoining is park land which is unimproved; north and on top of the bluff, which is approximately 70 feet above the street grade of St. Paul Avenue, are very substantial single family residences fronting on Lower St. Denis Road. Mr. Albert Daggett, residing at 2112 Lower St.Dennis Road, has filed a letter dated January 28, 1959, objecting to the rezoning. Mr. Daggett resides on property immed- iately to the north of the area under consideration. A review by the Board of Zoning, and field investigation by it's staff disclose that the reclassification of this property to commercial for the uses as indicated by the petitioner would not be detrimental to the adjoining properties. In respect to Mr. Daggett's objection, the Board wishes to point out that there is a 50 foot strip of heavily wooded land between the homes on top of the hill and the proposed building which can serve as an effective buffer. It is the opinion of the Board of Zonin Parranto file - page 2 that the proposed office building would provide a satisfactory transitional use in relationship to the residential developments adjoining. In consideration of the above factors, the Board of Zoning recommends that this petition to rezone the.above described property be granted in accordance with the applicant's plans .approved February 5, 1959, subject to the provision that this re- zoning be granted for the development of the site for only the insurance building purpose:..
