WHEREAS, THE COMMISSIONER OF LIBRARIES AUDITORIUM MUSEUMS AND'STADIA
HAS REPORTED IN ACCORDANCE WITH SECTION 51 OF THE CITY CHARTER,
THE EXISTENCE OF AN EMERGENCY DURING THE PERIOD FROM 1 FEBRUARY
TO 28 FEBRUARY 1959, INCLUSIVE, WHICH RENDERED NECESSARY THE
EMPLOYMENT OF CERTAIN EMPLOYEES IN THE DEPARTMENT OF .LIBRARIES,
AUDITORIUM, MUSEUMS AND STADIA, BUREAU OF PUBLIC LIBRARIES, FOR
MORE THAN EIGHT HOURS PER DAY OR FORTY HOURS PER WEEK IN DOING
THE FOLLOWING WORK;
(1) COVERING BOOKMOBILE SCHEDULE AND (2) DISPLAYING
AMERICAN FLAG AT LIBRARY BUILDINGS ON A HOLIDAY,
AND WHEREAS, THIS EMERGENCY AROSE BY REASON OF THE FOLLOWING FACTS AND
CIRCUMSTANCES:
COVERING BOOKMOBILE SCHEDULE AND DISPLAYING AMERICAN FLAG ON
A HOLIDAY,
THEREFORE BE IT RESOLVED, THAT THE PROPER CITY OFFICERS ARE HEREBY AUTHORIZED
TO PAY THE EMPLOYEES WHO PERFORMED SUCH WORK IN ACCORDANCE WITH
THE PROVISION OF THE COUNCIL'S SALARY ORDINANCE, ORDINANCE
