The legal description is the east one =half of the northwest quarter of Section 26, Township 29, Range 22, lying southerly of the Chicago, St.Paul, Minneapolis and Omaha Railway. The zoning is Light Industrial and has been since the adoption of the Ordinance in 1922. A public bearing is not required. There is presently a driveway at the intersection of Hazel Street and Case Avenue which serves a large trucking terminal and warehouse on this property. The applicant proposes to discontinue this driveway and install a 60 foot driveway approximately 120 feet north of the north rigbt -of -way line of Case Avenue. West and across Hazel Street is a single - family residence which fronts on Case Avenue; north and east adjoining is the property which will be served by this driveway; south and across Case Avenue is a single - family residence which fronts on Hazel Street. The plans indicate that this driveway will be installed in accordance with the requirements of the Department of Public Works. Field investigation discloses that the proposed driveway will be a very definite improvement over the exist- ing means of ingress and egress to the terminal. In consideration of the above factors, the Board of Zoning recommends the granting of this permit to install an over- sized driveway of 60 feet on the above described property in accordance with plans approved July 16, 1959. We propose that our existing black- topped truck yard be ex�end6d to the west as a 60 ft. wide driveway exiting onto Hazel Stree" :The proposed location places the south edge of the driveway 60 Teet north N of the north edge of the Case Avenue right -of -way. The north ed& of the drive would therefore be 120 feet from the Case Avenue right - of -way. Advantages of this proposal are as follow: - 1. Eliminate the hazard of the present diagonal exit. It is difficult for drivers leaving the yard by present exit to look back over left shoulder to see traffic coming west on Case Avenue. Drivers leaving the yard often speed nearly straight out Irr,�.� into the intersection, whereas the proposed driveway will s O force reduced speed resulting from a 900 turn onto Hazel. �''d�� (We also recommend a stop sign at Case for southbound Hazel 79 traffic.) 2. We eliminate the complaints of neighbors concerning the dust �so4.9 raised from the gravel surface. (This surface has since been oiled as a temporary expedient.) 3. Run -off water collects in this area rather than into either our private storm drain or the City catch basins. It is necessary that the driveway be 60 feet wide at the point it would join Hazel Street. We have conducted experiments with 50 foot semi- trailers exiting from the north or right side of the proposed driveway and find that they can easily turn onto Hazel, pull parallel to the curb and completely clear the opposing traffic lane before reaching a point 15 to 20 feet from the Case right -of -way. We also find that semi - trailers turning into the driveway from Hazel require a considerable radius to make the turn. In order that the turn start from the right side of Hazel (east side), it requires additional driveway widths to complete the turn without obstructing (a) south bound traffic on Hazel and (b) exiting traffic from the driveway. Our records indicate an average of 90 trailers and trucks per day using this driveway plus a number of automobiles. This high level of traffic requires simultaneous two directional flow through the driveway. The new black- topping would be graded and pitched to drain a major portion of water run -off into our own catch basin. The existing exit would be blocked off, graded ups and seeded. Immediate neighbors are in favor of this plan both as to dust control and as to truck traffic control. Attached are prints showing existing and proposed drives.
