09-1044CITY Presented by Council File # 09-1044 Green Sheet # 3080377 RESOLUTION �g 41f�T PAUL, MINNESOTA 1 2 3 4 $ 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 WHEREAS, on May 6, 2009, the Council of the City of Saint Pau] authorized the City staff to submit an amendment to the 2009 Consolidated Plan to the U.S. Department of Housin� and Urban Development ("HUD") in order to participate with the Homelessness Prevention and Rapid Re-Housing Program ("HPRP") under Title XII of Division A of the American Recovery and Reinvestment Act of 2008 ("Recovery AcY'); and WHEREAS, on July li, 2009, HLTD awarded $3,298,163 to the City to unplement HPRP for the City of Saint Paul; and WHEREAS, HPRP provides homelessness prevention services and rapid re-housing services to homeless residents and at-risk of homeless residenu of the City of Saint Paul; and WHEREAS, the City of Saint Paul issued a Requests for Proposals which incited eligible nonprofit organizations to submit proposals to use APRP funds to serve Saint Paul homeless residents; and WHEREAS, in consultation with the Family Homeless Prevention and Assistance Prob am ("FHPAP") Advisory Committee, the City staff reviewed HPRP grant requests and recommend the following organizations for funding: 1. 2. 3. 4. 5. 6. 7. 8. 9. 10. 11. 12. Advantages if Approved: The City wi11 receive federal funds of $3,298,163 to serve homeless citizens of Saint Paul to pmvide homelessness preven6on assistance and rapid-rehousing services to residents living emergency shelters for the calendar yeazs of 2009-2012.
