RESOLVED, upon the recommendation of the Board of Zoning,
that William M. Rivet be granted permission, on a year to year
basis, to operate and maintain a junk yard on property located
on the westside of Eva Street between Morrison Street and Eaton
Avenue, more particularly described as Lot 1 and the south one -half
of Lot 2, Block 17, Moxrison's Addition to West St. Paul, subject
to obtaining licenses required, and to compliance with all laws
regarding such operations;
RESOLVED FURTHER, that it shall be a condition to the exercise
of said permit that said licensee thall at all times maintain the
subject premises in respect of the maintenance of junk materials
and debris so that the same shall not become or remain obnoxious,
offensive or dangerous, and further, that there shall be no burning
on said premises, and that no major improvements be made thereon.
RESOLVED FURTHER, that said permit shall remain in effect
until revoked by the Council.

William M. Rivet for a permit to install and operate a junk yard on the west side of
Eva St. between Morrison St. and Eaton Ave., also described as Lot 1 and the south
one -half of Lot 2, Blk. 17, Morrison's Addition to West St. Paul, on a year to year
basis, and also subject to the provision that no large improvements be made to the
junk yard and no burning be allowed.

Dear Sir:
This is in the matter of the application of William M. Rivet to
operate a junk yard on property located on the west side of Eva
Street between Morrison Street and Eaton Avenue. This property
is described as: Lot 1 and the south one -half of Lot 2, Block 17,
Morrison's Addition to West St. Paul. The zoning is Heavy Indus-
trial and has been since the adoption of the Ordinance in 1922.
The site is presently used as a junk yard and this application is
for the purpose of legalizing the operation so that the necessary
licenses may be secured. The property under consideration has a
frontage of 75 feet along ungraded Eva Street, and a depth of 119
feet, resulting in an area of 8,925 square feet. With tbe- exception
of a single family residence adjoining on the north and fronting on
Morrison Street, the other adjoining properties are vacant and un-
developed. Field investigation discloses that while the entire
area is zoned Heavy Industrial, there are residences scattered gen-
erally farther to the north of the property under consideration.
Farther to the south and west are industrial uses, one of which is
the Sinclair Oil Company tank farm, and another Norm's West Side
Auto Parts Company. Field investigation further discloses that
this junk yard operation is not detrimental to the adjoining pro -,
perties if it is confined within the proper bounds.
The Board of Zoning recommends that this permit be granted on a
temporary basis and subject to the erection of a six -foot tight
board fence, and further provided that no burning be allowed.
