consent of the Mayer and the Comptroller, to purchase from McCARTHY WELL CO.
400 ft. Used 8t1 Steel Pipe at a cost of $800.00, without advertisement or
competitive bids as this-is the only source of supply and an emergency exists
where failure to act promptly would work hardship to the best interests of the
City.
