The legal description is: Lots F 9 and 10, Block 151, West St. Paul Proper. The zoning of the pro- perty is !'commercial. " This site is presently developed with a church structure.' The church congregation is building a new church on South Robert in the city of West St. Paul. It is their desire to sell this property. The site has a frontage of 1001. along Robert Street and 150"/along Sidney, thus producing an area of 15,000 square feet. The adjacent land uses are: south and adjoining are two single - family residences fronting on Robert Street; west and. adjoining single - family resi- ' dences which front on Sidney Street; north across Sidney are single- family residences fronting on Robert Street; east across Robert Street are single-family, residences except for the corner of Sidney and Robert -Streets which is developed with a neighborhood grocery' and meat market. The Board of Zoning and its staff and the Traffic Engineer have reviewed the plans of the applicant. As a result of this review, a finding has been made that the proposed plans do not meet the High - wayrDepartment standards, with reference to the,pnaxd-bed driveway on Rs&ex� Street. It was the determination of the Board that if this driveway is permitted, it would establish an undesirable precedent. The Traffic Engineer has indicated that he will approve the plan only if the applicant revises his plans to meet the City and State Highway Department standards. Field investigation discloses no basic objection to the proposal other than the driveway as previously noted. In consideration of the-above factors, the Board of Zoning recommends the approval of the .applicant's permit to establish and operate a filling station on the site provided that the applicant revises his plans to meet the standards for this type of facility.
