Gkoneski City Clerk Building Dear Sir: This is in the matter of an'appeal of the A W. Michael Company for a Council permit to install and operate a Nursing and Convelescent Home on property located at 89 Virginia•Street which is,on the west side of Virginia between Maiden Lane and Laurel Avenue. The propert is described as the south 20 feet of Lot 6; all of Lot 7, and the east 30 feet of Kot 21 Block 74, Dayton & Irvines' Addition. The present zoning is "C" Residence and has been since May 27, 1952,. The proposed use is permitted in a 'RC11 Residence district subject to the Council granting a special use permit. The property is developed with a three -story frame building fronting on Virginia Street and was constructed in 1886 as a single family dwelling. The structure appears to be in good repair. If the appeal is granted, the applicant proposes to convert the present structure into a Nursing and Convelescent Home with a capacity of 30 beds: The first floor is to be used for bed patients, the second floor for ambulatory patients, and the third floor for staff personnel only. The site has a frontage of 80 feet along Virginia Street and an average depth of 166 feet, producing an area of approximately 12,700 square feet. The adjacent land uses are as follows: east across Virginia Street are large two -story frame multi- family residences; north and adjoining is a large three story multi- family residence; farther north at the southwest corner of Laurel Avenue and Virginia Street is a Lutheran Home for the ,aged; west and adjoining is the Commodore Hotel parking lot, also multi- family residences fronting on Western - Avenue; south and adjoining are two vacant lots which are owned by the applicant and appear to be part of the present yard area of the site under consideration; farther south across Maiden Lane is a large single family,residence fronting'on Summit Avenue. The applicant has received preliminary approval of the following agencies: (1) City Architect, (2) City Fire Prevention Bureau, (3) City Health Department, (4) State Board of Health, (5) State Fire Marshall's office. The applicant has agreed to make all necessary changes to comply with the requirements of the five agencies. The applicant has further agreed to provide a parking lot on the site with a capacity of approximately 7 car spaces accessory to the proposed Convalescent and Nursing Home. Field Investigation -and a review of the matter by the Board of Zoning and its staff reveal that the'proposed development will not be detrimental to the adjoining properties and that there is a general need to construct this t e of facility in response to a problem of increasing severity in our community V E. As stated at this conference, it appears that a capacity of 25 beds may be possible providing work is completed per approved plans. Still to be reviewed are preliminary plans of the kitchen, utility rooms, and nurses' stations.
