�t Paul has a treasure of beautiful, historic, and architecturally significant
them on the National Historic Register or located in a designated Historic District; and
4 WHEREAS, owners of buildings with historic designation have accepted that the general public [as
5 represented by the Historic Preservation Commission (HPC), the State Historic Preservation Office
6(SHPO), and the City of Saint Paul Planning and Economic Development Department] has a public interest
7 in the authenticity of their buildings' exteriors; and

9 WHEREAS, the members of the Downtown Building Owners Association (DBOA) have worked to
10 preserve and maintain these historic buildings; and

WHEREAS, DBOA worked with the City of Saint Paul to create the highly successfu12008 Pilot
Downtown Fagade Improvement Program. This improvement program, financed with voluntary property
taY assessments, enhanced the public realm by preserving and restoring historic facades visible from the
public right-of-way; and
WHEREAS, DBOA's efforts resulted in the facades of several historic downtown buildings being restored
in 2008, all for the betterment of the general public, including downtown residents, shoppers, diners, and
businesses, as well as out-of-town visitors.
NOW, THEREFORE, BE IT RESOLVED, that the City of Saint Paul recognizes the Downtown Building
Owners Association and its members £or their efforts to improve downtown Saint Paul by creating and
advocating for the concept of a Downtown Facade Improvement Program.
