WITHDRAWN 7/22/09 Council File # �� ���lO Green Sheet # 3051433 RESOLUTION 3� CIT,Y OF S�INT PAUL, MINNESOTA by 1 Whereas, Ei�reka Recycling, a 501 C-3 nonprofit organization, has partnered with the City of Saint Paul for 2 over the past six years to provide award-wiuning recycling services to the residents of Saint Paul, Eureka 3 Recycling's cosfs to the City have consistently remained among the lowest in the metro uea, and the City 4 has determined thaf Eureka Recycling's services have met or exceeded performance expectations, and 5 6 Whereas, the City and Eureka Recycling signed a contract extension in 2003 that does not include '7 increases in per ton collection costs or cost of living adjustments through 2013 and this commihnent has 8 been met, and 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 Whereas, the contract includes a revenue sharing feature which has returned over $1,750,000 to the City from the sale of the recyclable materials collected in Saint Paul since 2403, when Eureka Recycling began collections and processing operations, �nd Whereas, the City is committed to reducirig its 9'eenhouse gas (GHG) emissions 20% by 2020 and the Minnesota Climate Change Action Group has committed to reducing GHG emissions through composting by 4.9 million metric tons of equivalent CO2 between 2008-2025, and YVhereas, the recycling programs have already decreased GHG emissions by 45,044 tons of CO2 per year in Saint Paul, the third lugest category of CO2 reductions in Saint Paul, and the curbside composting program is expected to decrease CO2 emissions further by 3,434 tons per year when fully implemented, and Whereas, while recycling rates in Minnesota and the nation have leveled off or slightly dropped over the past ten years, Saint Paul's recycling rate increased 13.5% over the past five years, through implementation of weekly two-stream collection with plastic bottles and drink containers, in addition to ongoing public space, event and neighborhood clean-up waste reduction and recycling initiatives, and installation of new oprical glass sorting equipment, and YVhereas, the City Council unanimously adopted the Environmental Roundtable zero waste recommendations on April 19, 2006 which included weekly curbside collection of household organics, and approved an increase in the recycling service fee charged to curbside recycling participants in the 2008 budget, to support early phases of household organics implementation, and Whereas, the cost to City residents for the household organics program when fully implemented will be less than $1 per household pex month, Resolved, that the Administration is hereby authorized and directed to amend the City's agreement with Eureka Recycling for provision of recycling services, with the following changes to the agreement: • For a temporary period, from July 1, 2008 extending through 7uly 1, 2012, the City shall receive 25% of all actual revenue derived from the sale of recyclable materials (revenue sharing), after expenses for residential household organics collection, public education and supplies, and o����� 43 44 45 46 47 48 49 •'I'he City will reimburse Eureka Recycling for the purchase and distribution costs of househoid ganics carts and supplies that will be provided directly to the residents of Saint Paul; and the City an Eureka Recycling will determine all supplies necessary for service, and • T'he am dment shall extend the term of the original agreement from January 1, 2014 to December 31, 2020, , order for Eureka Recycling to finance the residential household organics collection carts over a n yeaz period alleviating the service fee impact to residents. �\. �\ , Yeas Nays Absent Bostrom Carter Hazris Helgen Lanhy Stazk Thune Adopted by Council: Date Adoption Certified by Council Secretary By: Approved by Mayor: Date By: n �, Requg�fed by De ` of: I BY Approved y the Office of F' cial Services By: " �.
