Gentlemen:
Attached hereto is an application for special use perm to
construct an oversize driveway entrance adjacent to the prop-
erty of Northwest Cooperative Mills, Inc., 635 N. Fairview Ave.,
St. Paul, Minnesota. Enclosed is voucher #10589 in the amount
of $20.00 for review of this application.
The owner is particularly anxious to secure a permit to construct
the driveway before freeze up. The purpose of this driveway is
to establish a smooth flow of one -way truck traffic ab ut the
property and to remove waiting trucks from the city streets.
The new warehouse addition is approximately two - thirds complete
and has been proceeding under City permit #11488, plan #10 -68,
3075252 approved September 5, 1958.
Your attention is also directed to the additional leng h of the
loading dock and the planned loaded truck driveway or cress to
the street.
We trust that the owner may receive favorable consideration of
this application.

Dear Sir:
This is in the matter of the application of the Northwest Cooperative
Mills Inc. for
a permit to install a 35 car private parking lot and to construct
two over -size drive-
ways on property located on the west side of Fairview Avenue, opposite
Lafond Street.
The legal description is as follows: Ex. Fairview Avenue, part
northeasterly of
Cottonwood Avenue of the No. 250 feet of the south 450 feet of the
northeast quarter
of the northwest quarter of Sec. 23, Twp. 29, Range 23. This p
perty was zoned
Heavy Industry in 1922 and has continued as such to date.
The site has a frontage of 266 feet along Fairview Avenue and is presently developed
with a one -story warehouse building with an addition being constructed on the north
side of.the existing building. The applicant also has a separate building which is
used as an office. As indicated on the records of the County Assessor's office, the
warehouse was constructed about 1946.
The applicant proposes to install and operate a 35 car private p king lot for employees
and two over -size driveways, one of which will be used in connec ion with the proposed
parking lot, and the other to be used in connection with the war ouse loading dock.
This will thus enable the applicant to provide access to the wa house dock which
fronts on and is directly adjacent to the west side of Fairview venue. If the per-
mit is granted, it will also permit an existing driveway to the ill Graphic Arts
Company property, directly to the north, to be enlarged so as to integrate it with
the driveway to the proposed parking lot.
The adjacent land uses are as follows: east across Fairview Ave ue are single family
residences fronting on both Fairview Avenue and Lafond Avenue wh cb intersects Fair-
view Avenue at this point; north and adjoining is the McGill Gra is Arts Company;
south and adjoining is the Carnegie Dock and Fuel Company yard; st and adjoining is
the Northwest Cooperative Mills property which runs for some dis ante to the west.
The Traffic Engineer has reviewed the plans as submitted and has approved the parking
lot layout, but has indicated that it is not completely satisfac cry. In a letter
from the Traffic Engineer, the statement is made that several fe tures of the pro-
posal are not strictly in accordance with good traffic proceedu - It is also stated
that the warehouse addition and the related dock area were alrea y under construction
and therefore it would be extremely difficult at this point to a complish any revision
due to the work which had already been done.
The matter was brought to the attention of the Public Works Depa sent when the
public works inspector noticed that the sidewalk grade along Fai view Avenue in
front of this property was being changed without a permit. The roperty owners were
then notified to take the necessary steps to secure approval of be proposed layout.
The architect for the Northwest Cooperative Mills and the city s dewalk engineer
subsequently arrived at a modified sidewalk and gutter grade for this portion of
Fairview Avenue. This modified grade is so indicated on the app icant's #ban,

Field investigation discloses that the truck loading and unloadi dock is set back
55 feet from the west right -of -way line of Fairview Avenue which will require the
use of a portion of Fairview Avenue for truck maneuvering to the loading dock.
When the Board of Zoning's staff reviewed the application, it co curred with the
findings of the Traffic Engineer that the proposed overtized dri way and the re-
quirement of a portion of Fairview Avenue for truck maneuvering are undesirable.
At the meeting of the Board of Zoning on December 4, 1958, the Board approved a
motion to recommend the granting of the permit to install a priva a parking lot
and the oversize driveways subject to the modified grade of the sidewalk and
gutter as shown on the applicant's plan.
