RESOLVED, upon the appeal therefor by Multi -Clean Products, Inc.
that there be and hereby is established a four feet set -back building line
in respect of the east line of Woodlawn Avenue, upon which the same abuts,
for the north 31 feet of Lot 17 and all of Lot 18, Block 4, St.Catherine
Park Addition, subject to the following express provisions, terms and
conditions:
1. That the west wall
on said premises

2. That said permittee shall, at said permittee's own cost and
expense, discontinue and close, by curbing installation and otherwise, in
accordance with all applicable ordinancesprovisions, the existing driveway
in and from said premises, as extended from the loading dock thereon to the
east line of the travelled roadway of said Woodlawn Avenue, upon the order
of said City, represented by resolution of its Council.
3. That the proposed driveway to be constructed on said premises
by said permittee shall be at least 40 feet in width at the east line of
said Woodlawn Avenue and shall have a curb radius of 7 to 10 feet.
4. That said permittee shall, within ten days next after the
effective date of this resolution, file its written acceptance of the terms
and conditions of the same, and agreement to make compliance therewith,
in the office of the Citv Clerk of said Citv_
5. That said permit shall not become operative unless and until
said written acceptance and agreement shall have been executed and filed,
as aforesaid, by said permittee, within said period of 10 days.
RESOLVED FURTHER, that said appeal having been taken and conducted
under and pursuant to the Zoning Code of the City of Saint Paul,hereby -.
the provisions of said Zoning Code pertaining to building setback lines sha11
be deemed varied so as to accommodate the granting of the aforesaid-permit in
respect of the hereinabove described real estate, subject to all-of the fore-
going provisions, terms, and conditions of this resolution, such,being found
consistent with the general objectives of said Zoning Code.

a paved alley is a new apartment building just being completed which
fronts on Mt. Curve Boulevard.
The Traffic Engineer has reviewed the applicant's plan and recommends
approval of the set -back request subject to conditions stated in his letter
which is attached. The staff of the Zoning Board is of the opinion that
the establishment of a 41`building line along Woodlawn Avenue is un-
desirable due to the anticipated maneuvering of the trucks into `and out
of the loading docks and the real probability of the parking of trucks wait-
ing to gain access to the dock. It is also the feeling of the staff that the
proposed addition would have an adverse effect upon the residential pro-
perties to the north and east.
The Board of Zoning considered the matter at its meeting of September 24,
1959, and recommends the approval of the applicant's appeal to establish
a 4' building line on the above - described property which is situated on the
east side of Woodlawn Avenue between Ford and Highland Parkway.

Re: Multi -Clean application.
Dear Earl:
We have been advised that the Zoning Board has approved the appli-
cation of the Multi -Clean Company addition subject to our approval
and /or comment.
The proposed layout is undesirable because it requires trucks (in-
cluding semis) back across Woodlawn Ave. and the sidewalk adjacent
their existing building. However, no alternate arrangement appears
possible if the addition is to be approved.

We recommend that the approval be subject to the following stipulations:
1. The dirveway to the existing loading dock on the east side of Wood -
lawn be closed off if it is not to be used.
2. No parking be permitted on either side of Woodlawn to improve
sight- distance and clearances for trucks.
3. Woodlawn cannot be blocked by trucks at any time.

4. The north curb radius of the proposed oversized driveway should be
increased.

Dear Sir:
This is in the matter of the Multi -Clean Product Company's appeal
to establish a 4' building line on the east side of Woodlawn' Avenue
between Ford and Highland Parkways. The legal description is:
the north 31' of lot 17 and all of lot 18, Block 4, St. Catherine Park
Addition. The property is presently zoned as "Light Industry. "
This property was originally zoned as "A" residence. On February
2, 1923,, it was re -zoned to "Heavy Industry" and on February 25,
1939 to "C" residence, This zoning was finally changed to ''Light
Industry" on February 1, 1947, and has been so classified to the
present time.
The tract is presently developed as an employee - parking lot which
lot was approved by Council action'on June 27, 1953. The applicant .
proposed to construct a single —story addition to the present Multi -
Clean building which addition will house the shipping and receiving
activities of the business. Pursuant to the terms of the Zoning Code,
the present building line along Woodlawn Avenue is 131, and the
applicant is appealing the building line and requesting the establish-
ment of a 4' line. The applicant has indicated that the purpose of
constructing this addition to within 4' of Woodlawn Avenue makes
possible the construction of an `enclosed truck loading dock.
The proposed building addition would have a frontage of 80'6" `along
Woodlawn Avenue. The entire, site has a frontage of 395. 4' along
Woodlawn Avenue and a frontage of 130' along Ford Parkway result
ing in an area of approximately 51,40Z square feet. The most,norther-
ly 100! -is presently undeveloped.
The adjacent land uses are: North, and adjoining, are two 50' lots
fronting on Woodlawn Ave. which are undeveloped, and in lawn Iand
zoned "C" residence. Farther-north and adjoining the applicant's
property is a large stucco garage building accessory to two apart-
ment buildings fronting on Highland Parkway to the north. South and
adjoining is the existing Multi -Clean building. West and across` ood-
lawn Avenue is another of Multi- Clean's buildings. East and acr ss
