WHEREAS, the City of Saint Paul has vacated certain
streets in that portion of the City of Saint Paul known as the
Western Redevelopment Area, said vacation being d.one'upon the peti-
tion of and in favor of the Housing and Redevelopment Authority
of the City ,of Saint Paul and s aid vacation being done in accord-
ance with the provision of Ordinance No. 3394`; as amended, govern-
ing vac�'t'is, suc ordinance being incorporated in and made a
part of the vacation procedure as showin'in Council File No. 187282,
adopted by the Council of the City of Saint Paul on May 6,. 1958; and
WHEREAS, in pursuance of said vacation, the Council of
the City of Saint Paul on the 7th day of May, 1958, authorized the
transfer of portions of certain streets in said area to the Housing
and Redevelopment Authority of the City of Saint Paul, as shown in
Council File No'. 187336,. adopted May 7, 1958, and said transfer
has been performed-in accordance with said Council Resolution; and
WHEREAS, it has been found necessary and desirable"
that the said streets be barricaded, and that the same has been
done by the forces of the Department of'Public Works in a temporary
manner, the cost of which barricading is reflected in the follow-
ing'Registered Bills issued by the Department of Public Works:

of Saint Paul, and it is further found that permanent barricades
will be more efficient, less subject to loss and vandalism and
more economical; and
WHEREAS, the Council of the City of Saint Paul finds
it to be in the interests of said City that it cooperate with
public authority seeking to develop and to re- establish upon the
tax rolls of said City of Saint Paul those areas whose affliction
with blight and obsolescencdvhas brought them within the purview
of the purposes for ;which the Housing and Redevelopment .Authority
of the City of Saint Paul has been duly constituted; and said
Council of the City of Saint Paul is desirous of cooperating
to the extent practicable in the premises with such Authority;
and
WHEREAS, the Housing and Redevelopment Authority of
the City �gf ?Saint Paul is desirous-of entering into an agreement
providing` 6r the erection of permanent barricades in the Western
Redevelopment Area -, _
Now, Therefore, be it
RESOLVED, That the proper City officers'be and hereby
are authorized to enter into an agreement with the Housing and
Redevelopment Authority of the City of Saint Paul, which agreement
shall authorize the proper officers of the Department of Public Works
to erect suitable permanent barricades in the Western Redevelopment
Area, such barricades to be of such a`type and in such locations
as shall be determined by the Traffic Bureau of the' City of Saint
Paul, and that said agreement further shall authorize proper Cit
officers to accept the sum of Twenty Five Hundred Dollars ($2500
from the Housing and Redevelopment Authority of the-City of Saint
Paul to defray the cost of the temporary and permanent barricades
in said Western Redevelopment Area, said sum of $2500 to be credited.

FURTHER RESOLVED, That upon execution of such afore-
said agreement, and after receipt of the aforementioned $2500,
the proper City officers are hereby authorized and directed to
cancel the Registered Bills above set forth, said bills being
those issued by the Department of Public Works and representing
the cost of the temporary barricades heretofore maintained in said
Western Redevelopment Area.
