1 RESOLVED, That in accordance with Chapter 62 of the Administrative Code and Minnesota Statute
2 Chapter 429, the Council of the City of Saint Paul does hereby fix the Sth day of November 2008 at 5:30
3 pm as the date on which the Council will hold a Public Hearing in the City Council Chambers, Saint Paul,
4 Minnesota, to consider the level of Right-of-Way maintenance to be performed in the City of Saint Paul in
5 2009 and the costs to be charged against the benefited properties, and the City Clerk is hereby directed to
6 publish notice of this Hearing pursuant to Minnesota Statute Chapter 429 and the Deparhnent of Public
7 Works, Real Estate Division is hereby directed to mail notices to affected properties in accardance with
8 said Chapter 429.

Notice is hereby given that a Public Hearing will be held on the 5`" day of November 2008 at 5:30 pm in the
Saint Paul City Council Chambers, City Hall and Court House, Saint Paul, Minnesota. The purpose of the Public
Hearing is to consider the level of service for Right-of-Way Maintenance to be performed in the City of Saint
Paul in 2009 and to consider the cost of such service to be charged against benefitted properties in accordance
with Chapter 62 of the Administrative Code.
The particular service to be performed and the estimated costs as proposed by the Department of Public Works
are as follows:
CLASS I-A - DOWNTOWN STREETS
Descrintion:
Class I-A service will be performed on all downtown streets (face of curb to face of curb) within the following
boundaries: Kellogg Boulevard on the south and west, Eleventh Street on the north, and Broadway on the east
(except streets listed m Class I-B, Downtown Streets (Bnck)).
Pr000sed 2009 Level of Services:
The downtown streets will be vacuum swept approxunately four times per week (two rimes on easUwest streets
and two hmes on north/south streets). All routine maintenance, mcluding patching and repairing of street
surfaces, tree trimming, streetlight maintenance, and snow plowing will be performed on an as-needed basis.
Proroosed Assessment:
All Class I-A service will be assessed at a rate of $14.81 per assessable foot for all.
CLASS I-B - DOWNTOWN STREETS -- BRICK
Description:
Class I-B service has been perfonned on all downtown brick streets (face of c�b to face of cuib): St. Peter St.,
from Kellogg Blvd to Sixth St.; Wabasha, from Kellogg Blvd to Sixth St.; Fourth St., from St. Petec to Wabasha;
Fifth St., from St. Peter to Wabasha; Sixth, from St. Peter to Wabasha; Market St., Kellogg Blvd to Fourth St.;
Market St., Fifth St. to Sixth St.; Washington St., Kellogg to Fourth St.; Fourth St, St. Peter St. to Washington
St.; Fifth St., Market to St. Peter St.; Sixth St., Market to St. Peter St.; Kellogg Blvd, north side; Wabasha St,
just west of Minnesota (Wild) Club and ad�acent to Xcel Arena; and Kellogg Blvd., south side: Seventh St to the
RivexCentre Parking Ramp.
Pronosed 2009 Level of Services:
The above listed downtown biick streets will be vacuum swept four times pex week (rivo times on east/west
streets and rivo times on north/south streets). All routine maintenance, including patching and repairing of the
brick surfaces, lree trimming slreetlight maintenance, and snow plowing will be performed on an as-needed
basis.
Prouosed Assessment:
Alt Class I-B service will be assessed at a rate of $17.65 per assessable foot for all.

CLASS II- OUTLYING COMMERCIAL AND ARTERIAL STREETS
Descriprion:
Class II service will be performed on all outlying commercial and arterial streets in the City. These are the major
arteries in the City and have both heavy volumes of vehiculaz and pedeshian tra�c and have frequent business or
commercial properties fronting on them Typical examples would be as follows: University Avenue, Snelling
Avenue, West Seventh S�eet, East Seventh Street, Rice Street, Payne Avenue, Arcade Street, Sumnut Avenue,
Grand Avenue and others. All of these Class II streets are accurately defined on a map available for viewing in
the Department of Public Works, 900 City Hall Annex.
Proposed 2009 Level of Service:
The Class II sneets would be cleaned approximately 8 times per season. All routuie maintenance, including
patching and repairing of street surfaces, sidewalk maintenance, tree himining, streetlight maintenance, and snow
plowing will be done on an as-needed basis Includes mowing miscellaneous city right-of-way parcels.
Proposed Assessment:
Under Ciass II service there will be two assessment rates, one commercial and one residential. The commercial
property rate will be $7_62 per assessable foot and the residential properiy rate will be $3_l l per assessable foot.
CLASS III - ALL RESIDENTIAL STREETS
Descrption:
Class III service would be performed on all residentiai streets including oiled streets, paved streets and
intermediate type sffeeYS.
Prouosed 2009 Level of Service:
Residential streets, including oiled, paved and intermediate streets, will receive a thorough cleaning in the spnng
which includes sweeping and flushing. Patching and repairing sheet surface, sidewalk maintenance, tree
trirruning, streetlight maintenance, and snow plowing will be done on an as-needed basis. Due to increases in
the wst of fuel and materials along with citywide budget reductions, all residential streets (oiled and
paved) will now be chip sealed on a 10 year cycle. One-ten[h of these residential streets (a total of 51
miles) will be chip sealed each year. In the fall, leaves will be picked up from these sheets. Includes mowing
miscellaneous ciry Light-of-way paxcels.
Proposed Assessment:
Under Class III service to residential streets, we have rivo assessment categories. The commercial property rate
would be $5_72 per assessable foot and the residenria] property rate would be $2_96 per assessable foot.

CLASS IV - ALL OILED AND PAVED ALLEYS
Descriprion:
Class IV service would be performed on all oiled, paved and intermediate type alleys within the City.
Pro�osed 2009 Level of Service:
All oiled, paved and intermediate alleys will be swept during the season. All rourine mamtenance, including
patching and repair of the alley surface, will be performed on an as-needed basis. Due to increases in the cost
of fuel and materials along with citywide budget reductions, all alleys (oiled and paved) will now be chip
sealed on a 10 year cycle. One-tenth of the total number of alleys (approximately 203 alleys) will be chip
sealed each year.
Pronosed Assessment:
The proposed assessment rate is $1_OS per assessable foot for commercial properiy and $.67 per assessable foot
for residential property.
CLASS V- UNIMPROVED STREETS
Description:
Class V service will be pezformed on unimproved streets. By unimproved, we mean those streets that have not
been developed for one reason or another. They are platted Ciry rights-of-way; however, the abutting residents
have never peritioned for their improvement nor have there been any assessments levied. Because they aze Ciry
rights-of-way, the City has the responsibility to perform mmimal repaus and maintenance work to reduce
hazards.
Pr000sed 2009 Level of Services:
The maintenance and repair of these streets will consist of patching, minor blading, placmg of crushed rock and
other stabilized material, tree h�imming, and snow plowmg in order to make them passable and reduce hazards.
Proposed Assessment:
The proposed assessment rate on unimproved streets is $3_Ol per assessable foot for commercial property and
$1 per assessable foot for residential property.

Descriprion:
Service was performed on unimproved alleys. By unimproved we mean those
alleys that have not been developed for one reason or another. They aze platted City
rights-of-way; however, the abutring residents have never petirioned for their improvement

has the responsibility to perform minimal repa'ss and maintenance work re reduce hazazds.
Pronosed 2009 Level of Services:

other stabilized material in order to make them passable and reduce hazards.
Pronosed Assessment:
The assessment rate on ummproved alleys is $0_47 per assessable foot for commercial
property and $0_31 per assessable foot for residential property.
