WHEREAS, The City Council of the City of Saint Paul, pursuant to Chapter 62 of the Administrative
Code did hold a public hearing on l�ovember 7, 2007, in the City Council Chambers for the purpose of
establishing the level of Right-of-Way maintenance to be performed in the City of Saint Paul and the
amount of service charges to be levied against benefitted properties; and
WHEREAS, The Department of Public Works did perform the 2008 Right-of-Way maintenance services
in a manner as set forth and approved by the City Council and described in the report of the Department of
Public Works; and
WHEREAS, Pursuant to Chapter 62 of the Administrative Code, the Deparhnent of Public Works has
submitted to the Department of Finance and Management Services a report showing the total cost of street
maintenance to be $27,032,510 a copy of such report has heretofore been delivered to the City Council;
now, therefore, be it
RESOLVED, That the City shall pay $5,568,637 of the cost of streets and alley maintenance by using
Municipal State Aid ($1,673,575), Trunk Highway Aid ($453,396) County Aid ($333,466), other revenue
($1,689,399), Use ofFund Balance ($1,418,801); and be it further

RESOLVED, That a Public Hearing shall be held in the Council Chambers of the City of Saint Paul
at 5:30 P.M. on the 1 st day of October 2008 for the purpose of adopting service charges against all
benefited properties to be collected in the same manner as other real property taxes in 2009, and the City
Clerk is hereby directed to publish notice of this Hearing pursuant to Minnesota Statute Chapter 429, and
the Department of Public Works, Real Estate Division is hereby directed to mail notices in accordance with
said Chapter 429.

Norice is hereby given that a Public Hearing will be held on The 1 day of October 2008 at 5:30 pm in the
Saint Paul City Council Chambers, City Hall and Court House, Saint Paul, Minnesota. The piupose of the
Public Hearing is to consider the level of Right-of-Way maintenance performed in the City of Saint Paul in
2008 and to rarify the cost of such service to be chaz�ed against benefited properties in accordance with Chapter
62 of the Adminisfrarive Code.
The particulaz service has been performed and the estunated costs as proposed by the Department of Public
Works are as follows:
CLASS I-A - DOWNTOWN STREETS
Descriphon:
Class I-A service has been performed on all downtown streets (face of curb to face of curb) within the following
boundaries: Kellogg Boulevard on the south and west, Eleventh Street on the north, and Broadway on the east
(except streets listed in Class I-B, Downtown Streets (Brick)).
2008 Level of Services:
The downtown sheets have been vacuum swept approximately four times per week (two tunes on easUwest
streets and two hmes on nortH/south streets). All rourine maintenance, including patching and repairing of
street surfaces, tree himming sheeflight maintenance, and snow plowing has been performed on an as-needed
basis.
Assessment:
All Class I-A service will be assessed at a rate of $12.88 per assessable foot.
CLASS I-B - DOWNTOWN STREETS BRICK)
Description:
Class I-B service has been pexformed on all downtown brick sueets (face of curb to face of cuib): St. Peter St.,
from Kellogg Blvd to Sixth St.; Wabasha, from Kellogg Blvd to Sixth St.; Fourth St., from St. Peter to
Wabasha; Fifth St., from St. Peter to Wabasha; Sixth, from St. Peter to Wabasha; Market St, Kellogg Blvd to
Fourth St.; Maxket St., Fifth St. to Sixth St.; Washington St., Kellogg to Fourth St.; Fourth St., St. Peter St. to
Washington St.; Fifth St., Market to St. Peter St.; Sixth St., Mazket to St. Peter St.; Kellogg Blvd., north side;
Wabasha St, just west of Minnesota (Wild) Club and adjacent to Xcel Arena; and Kellogg Blvd, south side:
Seventh St to the RiverCentre Parking Ramp.
2008 Level of Services:
The downtown streets listed above have been vacuum swept approximately four hmes per week (two hmes on
easUwest streets and two times on nortl�/south streets). All routine maintenance, including patching and
repairing of the brick street surfaces, tree u'iuumng, streetlight maintenance, and snow plowing has been
performed on an as-needed basis.
Assessment:
All Class I-B service will be assessed at a rate of $15.35 per assessable foot.

CLASS II - OUTLYING COlVIMERCIAL AND ARTERIAi, ST'REETS
Descrintion:
Class II service has been performed on all outlying commercial and arterial streets in the City. These are the
major artenes in the City and have both heavy volumes of vehiculaz and pedestdan u and, in most cases,
have business or commercial properties fronting on them. Typical examples would be as follows: Umversiry
Avenue, Snellmg Avenue, West Seventh Street, East Seventh Street, Rice Street, Payne Avenue, Arcade Street,
Summit Avenue, Grand Avenue, and others. All of these Class II s4eets are accurately defined on a map
available for viewing in the Department of Public Works, 900 City Hall Annex.
2008 Level of Service:
The Class II sffeets have been swept approximately 10 times per season. All routine maintenance, including
patching and repairing of street surfaces, sidewalk mamtenance, tree trimrning, sheetlight mamtenance, and
snow plowing has been done on an as-needed. Includes mowing miscellaneous city right-of-way parcels.
Assessment:
Under Class II service there are two assessment rates, one commercial and one residential. The commercial
property rate is $6_80 per assessable foot and the residential property rate is $2_78 per assessable foot.
CLASS III - ALL RESIDENTIAL STREETS
Descrintion:
Class III service has been performed on all tesidenYial streets including oiled sffeets, paved streets and
intermediate type streets.
2008 Level of Service:
Residential streets, including oiled, paved and intermediate streets, have received a thoiough cleaning in the
spring which included sweeping and flushing. Patching and repairing street surfaces, sidewalk maintenance,
tree trimmmg, streetlight maintenance, and snow plowing has been done on an as-needed basis. Due to
increases in the cost of fuel and materials along with citywide budget reductions, all residential streets
(oiled and paved) will now be chip sealed on a 10 year cycle. One-tenth of these resideutial streets (a
total of 51 miles) will be chip sealed each year. In the fall, leaves will be picked up from these streets.
Includes mowing miscellaneous city right-of-way parcels.
Assessment:
Under Class III service there aie two assessment ratea The commercial pcoperry rate is $5.11 pei assessable
foot and the residential properiy rate is $2_64 per assessable foot.

Descrintion:
Class IV service has been performed on all oiled, paved and intermediate type alleys within the City.
2008 Level of Service:
All oiled, paved and intermediate alleys have been swept once each smiuiier. All rourine maintenance,
mcluding patching and repair of the alley surface, has been performed on an as-needed basis. Due to increases
in the cost of fuel and materials along with citywide budget reductions, all alleys (oiled and paved) wilt
now be chip sealed on a 10 year cycle. One-tenth of the total number of alleys (approximately 203 alleys)
will be chip sealed each year.
Assessment:
Under Class N service, there are two assessment rates. The commercial property rate is $0_94 per assessable
foot and the residential property rate is $0_60 per assessable foot.
CLASS V - UNIMPROVED STREETS
Descnption:
Service has been performed on all unimproved streets. By unimproved, we mean those streets that have not
been developed for one reason or another. They are platted City rights-of-way; however, the abutting res�dents
have never petitioned for their improvement nor have there been any assessments levied. Because they are City
rights-of-way, the City has the responsibility to perform minimal repairs and maintenance work on them to
reduce any hazards or potential hazazds.
2008 Level of Services:
The maintenance and repair of these streets has consisted of patching, minor blading, placing of croshed rock
and other stabilized material, tree trimming, and snow plowing in order to make them passable and reduce
hazards.
Assessment:
The assessment rate on ummproved sheets is $2_69 per assessable foot for commercial
property and $1_51 per assessable foo[ for residential property.

CLASSVI-iJNIMPROVED ALLEYS

Service was performed on u�improved alleys. By unimproved we mean those
alleys that have not been developed for one reason or another. They aze platted Ciry
