6 RESOLUTION AUTHORIZING APPLICATION TO THE DEPARTMENT OF EMPLOXMENT AND
� ECONOMIC DEVELOPMENT FOR REDEVELOPMENT GRANTS FOR THE
a FROGTOWN COMMONS/ DALE STREET VILLAGE ON UNIVERSITY PROJECT.

12 WHEREAS, the City of Saint Paui, Minnesota (the "City") has identified redevelopment projects within
13 the City that meet the purposes and criteria of the Redevelopment Program of the Department of
14 Employment and Economic Development; and
15
16 WHEREAS, the City has the legal authority to apply for financial assistance, and the institutional,
17 managerial and financial capability to ensure adequate project administration; and

19 WHEREAS, the City certifies that it has not violated any Federal, State or local laws pertaining to fraud,
20 bribery, graft, kickbacks, collusion, conflict of interest, or other unlawful or corrupt practice and that it will
21 comply with all applicable laws and regulations as stated in the contract agreements; and

23 WHEREAS, the City of Saint Paul, Minnesota agrees to act as legal sponsor for the project contained in
24 the redevelopment application submitted to the Department of Employment and Economic on February 1,
25 2008;

2� NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Saint Paul, Minnesota
28 hereby approves the redevelopment grant application submitted to the Department of Empioyment and
29 Economic Development February 1, 2Q08 by the City of Saint Paul for the project identified as Frogtown
3o Commons/Dale Street Village on University; and

32 BE IT FURTHER RESOLVED that the sources and amounts of the local match identified in the
33 application are committed to the project identified; and

35 BE IT FURTHER RESOLVED that upon approvai of its application by the Department of Employment
36 and Economic Development the City of Saint Paul may enter into agreements with it for the above-
37 referenced project, and that the City of Saint Paul certifies that it will comply with all applicable laws and
38 regulation as stated in the contract agreement; and

39 BE IT FURTHER RESOLVED tbat the Mayor and Cteik of the City of Saint Paul are hereby authorized
4o to execute such agreements as are necessary to implement the project on behalf of the applicant and are
41 authorized to accept the grant funds.
