WHEREAS, in order to protect the interests of the property owners
against whom the cost of sidewalk work is assessed, by thoroughly
inspecting all steps in the construction of sidewalks and by thus
obtaining adherence to the specifications and requirements of the t
City of Saint Paul, and
WHEREAS, the present Engineering and Inspection rate of five percent
(5%) of the cost of the work dome does riot provide revenues which
make it possible to accomplish these objectives, and
WHEREAS, the revenues provided by the five percent rate will fall '
short of meeting
the Department of Public Works* actual expenditures!
