1 RESOLL7TION AUTHORIZING APPLICATION TO THE DEPAR'1 MElVT OF EMPLOYMENT AND
2 ECONOMIC DEVELOPMENT FORA REDEVELOPMENT GRANT FOR THE REGIONAL INDOOR
3 FARMERS' MARKET/FARMERS'MARKET FLATS
5 WHEREAS, the City of Saint Paul, Minnesota (the "City") has identified a redevelopment project within
6 the City that meets the purposes and criteria of the Redevelopment Program of the Department of
7 Employment and Economic Development; and
9 WHEREAS, the City has the legal authority to apply for financial assistance, and the institutional,
lo managerial and financial capability to ensure adequate project administrauon; and

i2 WHEREAS, the City certifies that it has not violated any Federal, State or local laws pertaining to fraud,
13 bribeiy, graft, kickbacks, collusion, conflict of interest, or other unlawful or corrupt practice and that it will
14 comply with all appiicable laws and regulations as stated in the contract agreements; and
15
16 WHEREAS, the City of Saint Paul, Minnesota agrees to act as legal sponsor for the projects contained in
17 the redevelopment applicarions submitted to the Department of Employment and Economic Development
1s on February 1, 2008;

2� NOW, TAEREFORE, BE IT RESOLVED that the City Council
21 hereby approves the redevelopment grant application submitted to
22 Economic Development February 1, 2008 by the City of Saint Pa
23 Indoor Farmers' Market/Farmers' Market Flats; and
24
of the City of Saint Paul, Minnesota
the Deparirnent of Employment and
d for the project identified as Regional
25 BE IT FURTHER RESOLVED that the sources and amounts of the local match identified in the
26 applications are committed to the project identified; and
27
28 BE IT FURTHER RESOLVED that upon approval of its application by the Deparhnent of Employment
29 and Economic Development the City of Saint Paul may enter into an agreement with it for the above-
3o referenced project, and that the City of Saint Paul certifies that it will comply with all applicable laws and
31 regulations as stated in all contract agreements; and

33 BE IT FURTHER RESOLVED that the Mayar and City Clerk of the City of Saint Paul are hereby
3a authorized to execute such agreements as are necessary to implement the project on behalf of the applicant.
