'SAINT PAUL s, MINNESOTA ' October 2, 1959 x F t Mr. Joseph Okoneski City Clerk Building Dear Sir: ` This is in the matter of the application of Calvin Garley for appermit for an eleven car off-street parking lot in conjunction with a proposed 11 unit apartment building on property located on the north side of Randolph Avenue between Pleasant Avenue and Chatsworth Street. The property is described as Lots 24, 25, 26, Block!13, Michael's and Robertson's Addition. The zoningis commercial and has been since the adoption of the Ordinance in 1922. s On January 26,1959, Mr. Garley made application for a twenty car off-street parking lot in connection with a proposed 19 unit apartment building on this site. The High- way Department informed Mr. Garley that they might require this property for right - of -way needs for the Pleasant Avenue Freeway so he withdrew his application, C.F.191012. On August 14, 1959, Mr. Robbers, Assistant Chief Engineer of the Highway Department advised Mr. Garley by letter that the property would not be needed, so he can now proceed to develop the site. a The property under consideration has a frontage of 120 feet on Randolph Avenue and a depth of 111.67 feet, resulting in a total area of 13,400 square feet. -East and adjoining is a single - family residence which fronts on Randolph Avenue; west and ad- joining is a vacant lot which lies substantially below the grade of Randolph Avenue, farther to the west is a single family residence which is also below thetgrade of Randolph Avenue; north and across a platted alley are single - family residences which front on James Avenue; south and across Randolph Avenue are single - family, res- idences, also a new seven unit apartment building recently completed. The Traffic Engineer has approved the plans which meet standards for this type of facility. Field investigation discloses no basic objection as Randolph Avenue is zoned commercial. The proposed :development meets the recommended standards for density and building ground coverage. In consideration of the above factors, the Board of Zoning recommends thewgranting�of this application for a permit for an 11 car private parking lot on the abo a esc i edy P roperty in accordance with plans approved September 10, 1959.
