An ordinance creating a position in the.,
Department of Parks and Recreation, and Public
Buildings, said position to be designated General
Manager, Parks and Recreation, and providing therefor.,
and designating certain of the duties to attach to
such position, and providing for the method of ap-
pointment,to the position General Manager, Parks and
Recreation. This is an emergency ordinance rendered
necessary for the preservation of the - public peace,f'
health and safety. -
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. There is hereby created in the Department of
Parks and Recreation, and Public Buildings the position designated
General Manager, Parks and Recreation, y
Sec. 2. The position of General Manager, Parks and
Recreation.is'hereby expressly excepted from the classified Civil
Service, and such position shall not be considered as cnfidential
with respect to the 'relationship between the appointing,-officer, the
Commissioner of Parks and Recreation, and Public Buildings, and the
individual holding the position of General Manager, Parks and y
Recreation. Furthermore, the position of General Manager, Parks and
Recreation shall not be deemed nor considered to be the head of a
department.
Sec. 3. Appointment to the position of General, Manager,
` Parks and Recreation shall be made by the Commissioner of Parks and
Recreation, and Public Buildings, with the approval of the Council
of the City of Saint Paul, and shall be by resolution.
Sec. 4.� The duties of General Manager, Parks and Recreation
shall include, but not be limited, to the following:

-Under administrative direction, to serve as executive
officer of the Bureau of Parks and Recreation in the `
Department of Parks-and Recreation, and Public - Buildings,
to plan, organize and administer a coordinated program
of park management, refectory service, and a diversified
recreation activity program, to direct and coordinate the
activities of the staff, to carry out and control
budgetary problems, personnel, public relations and
related administrative policy, to provide direction and
unity to the Bureau's- operation and the staffiengaged
in carrying it out; and to perform related wdrk'as assigned#
To coordinate the services of parks, recreation and
refectories to best serve the people of the City in
'the most efficient and economical manner possible.'
To develop and manage a system of parks and recreation
commensurate with the resources and needs of the City.
To serve as technical advisor to the Commissioner of Parks
and Recreation, and Public Buildings in formulating

that provided for in Section 6, Grade 76 of the Civil Service
Rules Ordinance No. 32502, as amended, and the title General
Manager, Parks and Recreation shall be inserted in Section 6,
Grade 76 under the heading pertaining to exempt titles therein.
Sec. 8. This ordinance is'hereby declared to be an
emergency ordinance rendered necessary for the preservation
of the public peace, health and safety.
Sec. 9. This ordinance shall take effect and be in force
from and after its passage, approval and publication.

policies in all matters pertaining to park and
recreation services.
To meet with interested individuals and groups to
discuss bureau operation facility requirements
and improvements, to interpret the scope and and
the purpose of present operations and to point out
,the need for and the areas of expansion and improvement.
To give direction to the staff by defining standards and
principles of operation and by establishing bureau -
operation objectives. f
To conduct staff meetings, to instruct in policies and
procedure and to direct the supervisory staff in this
activity.
To prepare and present the annual budget, including support
of proposed staffing pattern and other expenditures.
To administer the expenditure of funds. _
To confer with other community officials in the interest
of cooperative objectives and to coordinate the work
of the Bureau with other governmental or private
agencies engaged in the field of parks and recreation.
To represent the Bureau in various civic activities where
public.presentation is necessary.
To develop and direct public relations, Bureau personnel,
inservice training, planning and research, and other f-
administration policies. ;
To direct the preparation of reports, manuals and other
documents. i
To have general management over the employees of the Bureau.
To study and make recommendations on property acquisitions
and other expansions.
To direct the planning and construction, maintenance and
operation of parks, recreation and refectory facilities.
In addition to the foregoing duties and responsibilities, the
General Manager, Parks and Recreation shall have such additional
duties as may be assigned from time to time by the Commissioner
of Parks and Recreation, and Public Buildings.
Sec. 5. The appointee to the posjtion of General Manager, Parks
ti and Recreation shall hold such position during good behavior and
shall not be removed therefrom except for cause, upon charges
presented to him in writing by the appointing officer, and after
public hearing duly held upon such charges.
Sec. 6. Where the appointee is an individual within the
Department of Parks and Recreation, and Public Buildings holding
a title which is under the classified servi#e of the Civil Service
of the City of Saint Paul, he shall, upon appointment as General
Manager, Parks and Recreation, retain and accrue all Civil Service
rights pertaining to such Civil Service position, save and except
the compensation attaching to such Civil Service classified position.
Sec. 7. The salary that phall attach to the position of
General Manager, Parks and Recreation, now and hereafter, shall be
