08-951Conncil File # �S � 9�1 Green Sheet # 3 0�$ a r7'� RESOLUTION Metropolitan Council Environmental Services Inflow and Infiltration Mitigation Grant WIIEREAS, The Metropolitan Council Environmental Services (MCES) has identified St. Paul as one of many metro cities having an excessive amount of storm and ground water, commonly referred to as Inflow and Infiltration (I&I), entering the sanitazy sewer system; and 8 WHEREAS, To facilitate the reduction of I&I, MCES is offering a limited number of grants up to $1,000 9 per foundation drain disconnected and up to $2,000 for sewer service lateral work until a total of $700,000 10 has been expended by MCES on the program; and 11 12 WHEREAS, Public Works Sewer Utility has identified properties with foundation drains and defective 13 sewer connections. 14 15 Now therefore, be it RESOLVED by the City of Saint Paul that the City authorize the Department of 16 Public Works to apply for these grants on behalf of property owners, and 17 18 Be it FURTHER RESOLVED, by the City of Saint Paul that Bruce Beese, Public Works Director, or his 19 designee be authorized to submit the applications and to serve as the contact person, and 20 21 22 23 24 25 Presented Be it F'UR1'I�ER RESOLVED, the city agrees to pass through funds awarded by MCES to the property owners incurring the costs and atlribute the funding to the Metropolitan Council, and Be it FI1�iALLY RESOLVED, that the city will secure and retain receipts for all eligible repair costs and that MCES will have reasanable access to audit these records upon request. St. Paul has many private sewer services that aze defective & conhibute to Uus excessive flow. Sewer repairs aze expensive. A simple repair to a private sewer connection can wst several thousand dollars. If the repair is in a deep tunnel, the cost can approach $10,000. In iecent years, the numbei of needed zepaus has risen because many private sewer connections have ieached the end of their aseful liPe. T'Lis grant program will offer some relief to those burdened with a defective sewer service. _ Ativantages If Approved: Property owneis will reeeive up to a$2,000 grant at no cost to the city for repxiring iheix defective sewer service. It is expected that this program will be an incentive for many property owners to repair their services.
