Dear Sir:
This is in the matter of the ppplication of the Erickson Petroleum Company for a
permit to install and operate a new filling station and car -wasb on property
located on the south side of east}Seventb Street between Kittson and Neill Streets.
The property is described as Lots 1, 2, 3, 4, except the northwest 14 feet thereof,
and the north one -half of vacated alley adjoining said lots, all in Block 35,
Kittson's Addition. The zoning is Light Industry and has been sincd the adoption
of the Ordinance in 1922.
On May 22, 1953, the City Council granted a permit to the Malmon Pontiac Company
to install and operate a used car lot on this site. The property is now being used
by Jerry's Motor Inc. for displaying new cars. On April 21, 1959, the City Council
granted the Erickson Petroleum Company a permit to install and operate a filling
station on this site, however, this installation was not made. On August 7, 1959,
the City Council vacated the alley described in the application. The applicant
now proposes to develop the site with a filling station and car -wash operation.
The property under consideration has a frontage of 200.89 feet along east Seventh
Street and a frontage of 96 feet along both Kittson and Neill Streets, resulting
in an area of approximately 19,285 square feet. East across Kittson Street is a
Phillips 66 Station and repair garage; north across east Seventh Street is the Soo
Line freight depot; south across the vacated alley is the Minnesota Bearing Company
and Serley Manufacturing Company; west across Neill Street is a general blacksmith
and welding shop which fronts on Neill Street.
The Traffic Engineer and the State Highway Department have approved the plans which
meet the standards for this type of facility. The plan has been reviewed by Mr.
Shepard, Coordinating Engineer of Streets and Highways in St. Paul, who reports
that this operation would not conflict with the Sixth Street Freeway or the right -
of -way needs of the Freeway. Field investigation discloses no basic objection to
the proposed use. However, it is the feeling of the staff that the car -wash operation
sbould provide reservoir space for a minimum of 85 cars whereas the applicant's plan
provides reservoir space for 24 cars.
The Board of Zoning considered this application at their meeting on August 27, 1959,
and recommend the granting of this application for a filling station and car -wash
operation on the above described property in accordance with plans approved
August 27, 1959.
Sincerely, `
H. C. Wieland
