The legal description is a miscellaneous one, a copy of which is attached. The zoning is Heavy Industry and has been since the adoption of the Ordinance in 1922. This property is presently vacant and undeveloped except that portion of the tract at the intersection of University and Prior Avenues which has been used for many years by the Twin City Rapid Transit Company for a bus turn- around and lay over point. The applicants propose to develop the site with a 93 unit two -story motel and restaurant with a 95 car off - street parking lot accessory thereto. This is an irregularly shaped tract of land having a frontage of 300 feet along University Avenue and 250 feet along Prior Avenue. The total site area is approximately 72,546 square feet, or 1.67 acres. South and adjoining the property under consideration is an off - street parking lot which serves the tenants of the Midway Terminal Warehouse to the south; west and adjoining is the St. Paul Terminal Warehouse; north and across University Avenue is the parking lot for the State Highway Driver examination function which is located at the northeast corner of University and Prior Avenues; east and across Prior Avenue is the Zimmerman building which is used for various commercial and light industrial uses. The Traffic Engineer has approved the plot plan with regard to the parking lot and means of ingress and egress. The State Highway Department has also approved the plans in this regard. The plans for the parking lot meet the required standards for this type of facility. Field investigation discloses no objections from the standpoint of adjacent land uses. In consideration of the above factors, the Board of Zoning recommends the granting of this application to install a motel and restaurant with a 95 car off-street parking lot accessory thereto in accordance with plans approved August 27, 1959.
