This property is described as Lots 1 and 2, Block 5, Whitney & Smith's Addition. The zoning is Commercial and has been since the adoption of the Ordinance in 1922. This site was formerly occupied by the Schoch Grocery Company. The building has re- cently been removed to make the site available for the proposed development. The tract has a frontage of 162.49 feet along East Seventh Street and 100.54 feet along s both Rosabel and Broadway Streets , resulting in an area of approximately 16,336 square feet.' North and across E. Seventh Street arevarious commercial operations which will be cleared for the Mississippi Freeway; east and across Broadway 49=mt is a three -story commercial building which will also be removed for the Freeway; south and adjoining is the Commonwealth Electric Building fronting on both Broadway and Rosabel Streets; west and across Rosabel Street is a small off - street parking lot, farther to the west are various commercial buildings which front on East Seventh Street. The applicant's plan meets the requirements of the Building Department. It also meets the requirements of the State Highway Department as indicated in a letter from the Department of Highways dated September 10, 1959, a copy of which is attached. In this letter, Mr. McCubrey has indicatdd that the Highway Department would relax the state's filling station requirements to permit a far -side driveway off East Seventh Street subject to said far -side driveway beginning not less than 26 feet east of the east line of Rosabel Street, and that a sign be posted at the entrance to read "no exit" to any- one anticipating such a movement. He also stated that it be understood that Rosabel Street will be made a one -way street, south bound. The plan has also been approved by the City Traffic Engineer with the stipulation that the applicant assure the City of St. Paul that proper provision will be made to eliminate possible congestion on Rosabel Street resulting from cars seeking entrance to the car -wasb operation. The Planning Board staff reports that the proposed filling station installation Meets all the required standards for this type of facility. However, it is the staff -L® opinion that the car -wasb installation is not desirable for this site inasmuch as the plan indicates there will not be sufficient reservoir space for cars desiring this service and that the entire operation would be too crowded for a site of this size. It is also felt that this operation will conflict with the proposed Sixth Street - Mississippi Freeway ramps to and from East Seventh Street. Super- America Stations Inc. Page 2 In consideration of the above factors, the Board of Zoning at their meeting of August 27, 1959, recommended granting of this permit for the installation of a filling station and car -wash operation on the above described property subject to the approval of the plans and operation by the State Highway Department, the City Traffic Bureau, the City Building Department, and the Planning Board staff. Appro- val of the first three agencies has been obtained as previously pointed out. Specific recommendations made by the Planning staff such as fencing, driveway widening, proper pump island installation and widening of reservoir space have been incorporated in the plans originally submitted on August 27th and amended as of September 16, 1959.
