RESOLVED FURTHER, That the Commissioner of Public Works be and is hereby instructed and directed to prepare plans and specifications for said improvement, and submit same to the Council for approval; that upon said approval, the proper city officials are hereby authorized and directed to pro- ceed with the making of said impro e15nb in accordance therewith. Said improvement is asked for upon petition of three rr•:L or more e� p\erty, subject to assessment for said improvement. f� C9 r MAY lI P- j y 19 Commissioner of Public Works ]1 G A r..� r d ! ,59 r ' l 129 East Winifred J St. Paul 7, Minnesota September 10, 1959 Commissioner of Finance Department of Finance 113 Court House St. Paul 2, Minnesota Gentlemen: I received your letter dated August 28, 1959, advising me of proposed reconstruction plans for sidewalks on Clinton Avenue from Winifred Street to Congress Street. I have lived here since 1946, and these walks were like this since we moved here. On account of the trees there are some raised spots, but they do not seem to be getting any worse. The sidewalks here have very little pedestrian traffic. There is only one house facing Clinton Street on my side. The few times that I go toward Congress Street, the sidewalk in front of this house is usually covered with parked bicycles and trikes, etc; I had to walk through the boulevard. Other times a car was parked on the sidewalk, and I had to go into the street to get through. This problem appeared since the present owner of this house moved here a couple of years ago. It doesnIt seem practical to me to do this extensive work recon- structing this sidewalk unless the trees are removed. The same condition will reoccur in a short time because the tree roots will again damage it. Inasmuch as there is very little pedestrian traffic here and also because of the tree problem, I do not approve of this extensive work at this time. Ybuurs , truly &L�' Bernice Poucher CS � /�9
