St. Paul Fire and Marine Insurance Company, that the time limited for the
performance of specified obligations of said Matthew Zell to the City
of Saint Paul under the prior Resolution of this Council, C. F. No. 192254,
approved May 12, 1959, for the complete repair and rehabilitation of the
subject building together with all outside work -such as gradift&, and
landscaping of the subject premises shall be extended until and including
- November 15, 1959;
RESOLVED FURTHER, that said surety's written assent shall be
filed with the City Clerk not later than five days next after the date
of this Resolution.

Dear Sir:
I am writing you again on behalf of Matthew
Zell who, as you know, is the owner of the property
located at 1609 Marshall Avenue, St. Paul, and who was
under bond to have the rehabilitation of the property com-
pleted during September 1959•
The City CouncL was good enough to give Mr.
Zell an extension of the time for the completion of this
work, but the time will again expire very shortly. An
inspection of the property will disclose that the exterior
work has all been completed I and the property has been nicely
landscaped so that the eyesore from the outside at least
has been completely transformed.
However, the plumbing contractor in this case has
taken about five or six months to complete his work, and just
recently finished his job. Now Mr. Zell can proceed without
further delay to lathe and plaster the property, but due to
the cold weather the plastering will take some additional time
because under these conditiots it takes longer for the plaster
to dry.
Mr. Zell needs a further extension of ninety to
one hundred and twenty days, and I trust that under the cir-
ci*stances you will present the matter to the counsel, and I
respectfully request of the Council that such an extension be
granted. I
