subject to the following conditions:
1. Said permit shall be limited as to duration for the
period of one year, and said permittee shall have
no right to any renewal of the same.
2. Said permittee shall have no claim against the Port
Authority of the City of Saint Paul for the recovery
of money damages or of other nature on account of
non action or any ae §ion on the part of said
Authority in respect whereof any injury may be
caused to,;any property of said permittee at any time
located on the subject premises.
3. Said permittee shall have no right, at any time, to
erect, construct, install or maintain, on the subject
premises any structure or other improvement of said
premises, and as a condition of this permit shall be
bound to refrain from any such action thereon.
4. Said permittee,'as a condition precedent to the issuance
of this permit, shall file his written acceptance of
the provisions, terms and conditions of the same
hereinabove expressed and agreement binding himself
unto the City of Saint Paul and said Port Authority to
abide by all the aforesaid provisions, terms and con-
ditions applicable to said permit and activities of said
permittee on the subject premises, within ten days next
.after the effective date of this resolution, with the
City Kerk.

Dear Sirs and Madam:
At the regular meeting of the Port Authority of the City ,
of Saint Paul, held on November 10, 1959, the Port Authority
took the following action regarding the application by Mr.
Roger Feldman for an automobile dismantling permit. The
proposed location would be the South Side of Belvidere Avenue
between Woodford and Versailles, Saint Paul, Minnesota.
The Board recommends that Mr. Roger Feldman be issued a permit
under the following conditions:
1. Said permit shall be for a one year period with no
guarantee of renewal after the end of any one year term.
2. That Mr. Feldman agrees to waive any claims for any'
actions or activities, or lack of actions or activities,
on the part of the Port Authority of the City of Saint
Paul which might result in damage to his property.
3. That Mr. Feldman be required to agree not to erect,
construct, or create any permanent type capital improvement
on this property.

Dear Sir:
This is in the matter of the application of Roger Feldman to install and operate a
second -hand auto parts sales and automobile wrecking yard on property located on
the south side of Belvidere Street and the north side of Winona Street between
Argonne Street and Versailles Avenue. The property is described as Lots 2, 3, 4,
31 and 33, Block 56, West St. Paul Real Estate and Improvement Syndicate Addition
No. 4. The zoning is Heavy Industrial and has been since the adoption of the Ordi-
nance in 1922.
At present there are three junked automobiles on the site. Theapplicant proposes
to develop the property with a second -hand auto parts sales and automobile wrecking
yard. The property under consideration consists of tbree separate tracts of land:
one has a frontage of 120 feet along Belvidere Street and a depth of 123 feet, re-
sulting in an area of 14,760 square feet; the other two tracts front on Winona
Street and are divided by one lot. These tracts have .a frontage of 40 feet each
and a depth of 123 feet resulting in,an area of 4,920 square feet each. The area of
the combined tracts is 24,600 square feet. The properties on Winona Street and on
Belvidere Street are divided by an unimproved alley.
North across Belvidere Street is vacant land; south across ungraded Winona Street
is vacant land; east and adjoining is vacant land; farther east across Argonne
Street is vacant land and a few scattered sub - standard residences fronting on Bel-
videre Street; farther west is vacant land and one sub - standard residence which
fronts on Winona Street.
The applicant's plan meets the recommended standards for this type of installation.
Field investigation discloses that this land has not been developed due to its
possible flooding each spring when the river rises.. When the Port Authority com-
pletes its program for this area, the site will e
be vry desirable for a proper
industrial development. It is the opinion of the Planning Board Staff, and.the
Port Authority that this proposed development would not be the highest and best
use of the land. i
The Board•of Zoning considered this application at their meeting on September 24,
1959, and recommends the granting of the application for a permit to install and
operate a second -band auto parts sales and automobile wrecking yard on the above
described property in accordance with plans approved September 24, 1959.
