application of Fred S. Herring for permit to install and operate an 11 -car
private off-street parking lot in conjunction with a proposed 11 -unit apart-
ment building on the south side of Iowa Ave. between White Bear Ave. and
Flandrau St., on Lots 6, 7 and W. 20 ft. of Lot 5, Block 2, L. T. Lawton's

This is in the matter of'the application of Fred S. Herring for an eleven-
car private parking lot in conjunction with a proposed eleven -unit apartment
building on vacant property located on the south side of Iowa Avenue between
White Bear Avenue and Flandrau'Street. The property is described as Lots 6,
7 and the west 20 feet of Lot 5, Block 2, L. T. Lawton's subdivision.
The property tinder consideration was reclassified from "A" to "C" residence
on September 26, 1959, C. F. No. 193885. The site has a frontage of 100 feet
along E. Iowa Avenue and extends to a depth of 126 feet, resulting in a totAl
area of 12,600 square feet. North across E. Iowa Avenue is vacant land which
is zoned commercial; south and across a graded alley is vacant land fronting
on E. Hoyt Avenue; east and adjoining is vacant land zoned commercial; west
and adjoining is vacant land, farther west are single family residences front-
ing on E. Iowa Avenue.
The Traffic Engineer has approved the plan which meets.the standards for this
type -of facility. Field investigatio n'disclosbs no objection from the stand-
point of adjacent land uses. The proposed apartment development meets the
recommended standards for density and building ground coverage.
In consideration of the above factors, the Board of Zoning recommends the
granting of this permit for an bleven car private off - street parking lot on
the above described property in accordance with plans approved October 22, 1959.
