WHEREAS, to fiuther serve the citizens of Saint Paul and the geater region; and
WI-IEREAS, Como Zoo has managed polaz beazs as a part of its animal collection for forty years; and.
WF�REAS, the cuirent polaz beaz habitat does not meet national or intemational standards for managing beazs; and
WI-TEREAS, the Polar Beaz Odyssey will provide the polar bears at Como Zoo with a dramatically improved
environment [hat closely simulates their native tundra habitat; and
WHEREAS, the Polaz Beaz Odyssey places the beazs in a natural landscape immersive environment and provides them
with dramatically more land space; and
WHEREAS, the Polaz Beaz Odyssey will emulate a Hudson Bay ecosystem complete with a river-washed stream, rocky cliffs
and evergreen plantings; and.
WHEREAS, the Polaz Beaz Odyssey meets or exceeds the most recent versions of the USDA Marine Mammals Act,
Association of Zoos and Aquariums Polar Bear Standazds and the Canadian Polaz Beaz Protecuon Act; and.
WHEREAS, the State of Minnesota has granted to the City of Saint Paul $20Q000 in addition to and for the same purposes as
the appropriation for a grant to the City of Sain[ Paul for Como Zoo in L,aws 2006, chapter 258, section 17, subdivision 8, and
WHEREAS, this is a one time appropriation that will be available July 1, 2008 until expended, and
WHEREAS, the Mayor recommends the followang changes to the 2008 Capital budget for this project, and

1, 2008 and needs to be included in the Project budget for the Polar Beaz Odyssey.
