A public hearing having been had upon the above improvement upon due notice, and the Council
having heard all persons, objections and recommendations relative thereto, and having fully considered
the same; therefore, be it
RESOLVED, By the Council of the City of St. Paul that the precise nature, extent and kind of im-
provement to be made by the said City is to construct curbing on the east ;side of Edgerton
P
Street from Maryland Avenue to Hawthorne Avenue and on the west side of.Edgerton Street
from Maryland Avenue to the north line of Lot 17, Dittmants Sub.
and the Council hereby orders said improvement to be made.

directed to prepare plans and specifications for said improvement, and submit same to the Council for
approval; that upon said approval, the proper city officials are hereby authorized and directed to pro-

Dear Sir;
This is in the matter of the application of Our Lady of Guadalupe Church to
establish an 18 foot building line on property located on the south side of
Robie Street, between Kansas and Andrew Streets. The property is described as,
except the northeasterly 100 feet of the southeasterly 94.35 feet, Lot 1 and
all of Lots 2, 3, 4, Block 27, Brown and Jackson's Addition. The zoning is
"B" Residence and Commercial and has been since the adoption of the Ordinance
in 1922.
On May 17, 1947, the City Council approved a permit for a drive -in- rootbeer
stand on a portion of the property under consideration. This business has
been discontinued, and the building has been removed. The property is now
vacant except for a billboard fronting on Concord Street. The applicant pro-
poses to construct a church and parochial school building on this property. ;
The property under consideration is an irregularly shaped tract of land having;
a frontage along Robie Street of approximately 475 feet. This property also
fronts on Andrew, Kansas and Concord Streets. The depth of these lots varies
from 208 feet to 280 feet and run continuous from Robie Street to Concord Street.
The overall area of this tract is approximately 1253742 square feet, or 2.89
acres. Under the,Zoning Code, the building line on Robie Street would be 49 feet.
The applicant is desirous of establishing an 18 foot building line on Robie Street,
so that the proposed church building may be set back 30 feet from Concord Street
to buffer it from the traffic and noise generated by this street.
North and across Robie Street are single and two - family residences fronting on
Robie Street; east and adjoining is the city punping station which fronts on Robie
Street; east and across ungraded Kansas Street are three single- family residences
fronting on Kansas Street; south and across Concord Street are single - family
residences fronting on Concord Street; west and across Andrew Street is a vacant
lot.' farther west is a single - family residence fronting on Robie Street, also
fronting on Concord Street is a two -story brick commercial building.
Field investigation discloses that a 49 foot building line is not reasonable and
creates a hardship. The 18 foot line as proposed would not materially affect the
properties to the north across Robie Street. The entire block, except for the
city pumping station at the northeasterly corner of the block, is owned by the
applicant. The Highway department has reported that this property will not con-
flict, nor be required for right -of -way needs of the proposed roadway connecting
the proposed Lafayette bridge.
In consideration of the above factors, the Board of Zoning recommends the granting
of an 18 foot set back on the south side of Robie Street on the above described
property in accordance with plans approved October 22, 1959.
