RESOLVED, that Spiegler Construction Company be permitted to
install and operate a 54- -car private parking lot in conjunction with
three 17 unit apartment buildings on the south side of Norfolk Avenue
between Wheeler and Davern Strebts, on Lots 5 through 15, Block 1,
Whitney•s Rearrangement of Bellevue Addition, in accordance with plans
approved October 22, 1959 and subject to compliance with the provisions
of all ordinances governing the operation of parking lots, and to the
further condition that sidewalks abutting said premises be kept clean
and free of ice and snow at all times.

This is in the matter of the application of the Spiegler Construction
Company for a permit to install and operate a 54 car private parking lot
in conjunction with three 17 -unit apartment buildings on property located
on the south side of Norfolk Avenue between Wheeler and Davern Streets.
The property is described as Lots 5 through 15,.Block 1, Whitney's Re-
arrangement of Bellevue Addition.
On October 3, 1959, the City Council reclassified this property from "A11
to "CI' residence, C. F. No. 193884. The land is presently vacant and
the applicant proposes to develop it as indicated above. North across
Norfolk Avenue are six single - family residences fronting on Norfolk Avenue;
south across an alley is the Remington Rand employee parking lot; east
and adjoining is a single-family residence fronting on Norfolk Avenue;
west across Wheeler Street is a single - family residence fronting on
Norfolk Avenue.
The Traffic Engineer has approved the plan which meets the standards
for this type of facility. Field investigation discloses no-basic'
objection. The proposed apartment development will meet the recommended
density and building ground coverage standards.
In consideration of the above factors, the Board of Zoning recommends
the granting of the permit for a 54 car private parking lot on the above
described property in accordance with plans approved October 22, 1959.
