08-90co��il �e # b8-�9 b GreenSheet# 3Q49050 Presented by RESOLUTION SAINT PAUL, MINNESOTA /g 1 WHEREAS, on July 23, 2004, the United States Congress declared that "the atrocities unfolding in Darfur, 2 Sudan, are genocide," and 3 4 9 10 11 12 13 14 WHEREAS, on December 7, 2004, Cona ess found that "the Government of Sudan has restricted access by humanitarian and human rights workers to the Darfur area through inUmidation by military and secudty forces, and through bureaucratic and administrative obstruction, in an attempt to inflict the most devastating harm on those individuals displaced from their villages and homes without any means of sustenance or shelter," and WHEREAS, on September 25, 2006, Congress reaffirmed that "the genocide unfolding in Uie Darfur region of Sudan is characterized by acts of terrorism and arrocities directed against civilians, including mass murder, rape and sexual violence committed by the Janjaweed and associated militias with the complicity and support of the National Congress party-led faction of the Government of Sudan," and 15 WHEREAS, the Darfur crisis represents the first time the United States government has labeled ongoing 16 atrocities as genocide, and 17 18 WHEREAS, the Federal C�overnment has imposed sanctions against the Government of Sudan since 1997, 19 and 20 21 WHEREAS, a 2006 United States House of Representatives report states that "a company's association 22 with sponsors of terrorism and human rights abuses, no matter how large or small, can have a materiaily 23 adverse result on a public company's operations, financial condition, earnings, and stock prices, all of 24 which can negatively affect the value of an investment," and 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 WHEREAS, the current Sudan divestrnent movement encompasses nearly one hundred universities, cities, states, and private pension plans, and WFIEREAS, the City of Saint Paul currently has no known investments with organizations supporting the genocide effort in the Darfiu region of Sudan; NOW, THEREFORE, BE IT RESOLVED, the City of Saint Paul will continue to ensure its divestment in companies whose operations in Sudan are deemed to be complicit in aiding the government of Sudan; and BE IT FURTHER I2ESOLVED, the City of Saint Paul encourages the President of the United States to develop non-unilateral, diplomatic, economic, and other non-violent strategies to implement the responsibility to protect people in Darfur in coordination with the governments of the North Atlantic Treaty Organization, the European Union, the African Union, the Organization of the American States, and the Association of Southeast Asian Nations; and Dg-�iU 41 BE TP F[JRTf�.R RESOLVED the City of Saint Paul encourages the President and Con�ess to take 42 every possible action, consistent with such strategies, to safeauazd the security of innocent non-combatant 43 men, women and children in Darfur, Sudan, where the United States Y�as declazed genocide to be occurring.
