The legal description is Lots 1, 2, 3, and the east 5 feet of Lot 4 in L. T. Lawton's'subdivision of Lot 8 Kerwin's Outlots. The property is zoned commercial and has been since September 9, 1950. On that date, the Council reclassified this property from "A" Residence to Commercial. The property is vacant and has a frontage of 125,feet along Idaho Street and 126 feet along White Bear Avenue which results in a total area of 15,750 square feet. The adjacent.land.uses are; North and across Idaho Street is a City Service Service Station`fronting on'White Bear Avenue; south and adjoining-is vacant, commercially'zoned property; east across White-Bear Avenue is -the Hillerest Shopping Center; west and r adjoining is vacant commercially zoned land. The Traffic Engineer has reviewed and approved the plans which meet existing standards for this type of'facility. The lessee dealer service station, according to the American Petroleum Institute marketing report for the 12 months ending December 31, 1958, has a 26.1% turn over rate. This means that out of more than 98,000 stations reported by 42 companies, 25,500 stations changed hands at least once. Certainly, a cause of this turnover is the over concentration of stations, such as is involved along this section of White Bear Avenue. Vacan'tstations impair the value of surrounding areas. 4. There are now'vacant stations at White Bear and Ivy, Ivy and Prosperity, and Maryland and Prosperity, all being within 4 or 5 blocks of White Bear Avenue. Upon the front of these petitions the names -of our service station was typewritten to show the number of stations in the-White Bear avenue area. Apparently the City Council received the impression that we signed the petitions in opposition to granting the permit.
