Whereas, The Council of the City of Saint Paul has duly
canvassed the returns of the votes cast at the City Special
Election held in said City on the 3rd day of November, 1959, upon
the ratification or rejection of an Amendment to Charter, with
reference to Section 201 concerning the per capita tax levy
limitation and per capita spending limitation, and
Whereas, It appears from said returns and the canvass
thereof that 56,655 electors lawfully voted at said election, of
whom 28,481 voted in favor of the_adoption of said Amendment to
Charter and 28,174 voted against the adoption thereof, and
Whereas, Minnesota Statutes, Section 410.12 provides that
such amendment must be approved by a 55% vote of those lawfully
voting thereon, therefore, be it
Resolved, That said Amendment to Charter be and it is
hereby declared to have failed to receive the.necessary votes
