Whereas, The intersection of Kellogg
Boulevard and Robert Street in St.
Paul is badly congested during rush
hours, and
Whereas, The Traffic Coordinating
Unit consisting of the Traffic Engineer
and the Police Traffic Superintendent
desires to prohibit the left 'turn for
southbound Robert Street to eastbound
Kellogg Boulevard during certain
hours, and

WHEREAS, The intersection of Kellogg Boulevard and
Robert .Street in St. Paul is badly congested
during rush hours, and
WHEREAS, The Traffic Coordinating Unit consisting of
the Traffic Engineer and the Police Traffic
Superintendent desires to prohibit the left turn
for southbound Robert Street to eastbound Kellogg
Boulevard during certain hours, and
WHEREAS, The Minnesota Highway Department has approved
the above left turn restriction and has rerouted
eastbound Trunk highways 410 and 912 to permit
the left turn restriction, now, therefore, be it
RES.OLVE.D, That the Council of the City of Saint Paul
hereby approves a left turn ban for southbound
Robert .Street to eastbound Kellogg Boulevard from
7 :00 to 9:00 A.M. and 3 :00 to 6 :00 P.M. Monday
through Friday, and be it further
RESOLVED, That the Council of the City of St. Paul
approves the installation of an overhead sign
on Robert Street between Kellogg Boulevard and
Fourth Street to advise motorists of the turn
restriction, said sign to be approximately 12 feet
by 2 feet 6 inches and suspended over the roadway-
by cables attached to two trolley poles.
