A public hearing having been had upon the above improvement upon due notice, and the Council
having heard all persons, objections and recommendations relative thereto, and having fully considered
the same; therefore, be it
RESOLVED, By the Council of the City of St. Paul that the precise nature, extent and kind of im-
provement to be made by the said City is, regrade, curb and pave Cretin Avenue from Highland
Parkway to St. Anthony Ave.; pave alley and driveway returns, reconstruct existing
curbing and sidewalks where necessary; construct sewer, water and gas service connec-
tions from street mains to the property lines where necessary; reconstruct the paving,
curbing and sidewalks on intersecting streets where .,not•in conformity with said improve -
meat; install conduits and appurtenances for future lighting and traffic control systems
where necessary and do all other work which is necessary and incidental to complete
said improvement . The width of the vehicular roadway to be 32 ft. between Summit Ave. �I
and $ighland'Ptrkway and 40 ft. from Summit Ave. to St. Anthony Ave.
and the Council hereby orders said improvement to be made.
RESOLVED FURTHER, That the Commissioner of Public Works be and is hereby instructed and
directed to prepare plans and specifications for said improvement; and submit same to the Council for
approval; that upon`said approval, the proper city officials are hereby authorized and directed to pro-
ceed with the making of said improvement in accordance therewith.

I transmit herewith a preliminary estimate of cost for regrading,
curbing and paving CRETIN AVENUE from Highland Parkway to'St. Anthony Ave.;
paving alley and driveway returns; reconstructing existing curbing and side-
walks where necessary; constructing sewer,water and gas service connections
from street mains to the property lines where necessary; reconstruct the
paving, curbing and sidewalks on intersecting streets where not in conformity
with said improvement; install conduits and appurtenances for future lighting
and traffic control systems where necessary and do all other work which is
necessary and incidental to complete said improvement, under Preliminary
Order C. F. 196460, approved March 29, 1960.

Re; Cretin ave.Hearing
March 25,1960.
I have been a property owner at 522 So. Cretin ave.since September
1926.
One of my requests is that this matter be resolved before-April
26th,196O* ;.v Election Day.
PAVING
I am against paving gat this time,for the following reasons.
(1).Cr.etin ave.was designed for a residential and not a commercial
or industrial,street;.Many blocks do not have alleys.Property owners have built -in
driveways.They experience great difficulty in coming out and going into these
driveways.Especially,during the morning and evening rush hours.Then,there is fast
and speeding traffic.E'specially, the speedway from S`t.Clair to Ford Parkway.Iffide-
ning the street would intensify .the traffic and speeding.Some do not have built -
in driveways and park their car or cars out all night.
(2).Lumbering,heavy, foul smelling buses,would soon ,along with
the heavy traffic, give us a street full of holes and wash -board surfaces.I do
not wish to spend money for the benefit of the Twin City Rancid Transit Co. nor for
the ones providing the heavy traffic.
(3).As requested previously, make Cleveland and Cretin ave.ONE -WAY
streets,with parking on only-side on each street. Erect STOP signs for also North
and South traffic at Randolph & Cretin intersection.
(4) Cretin ave should not be an access street to the St.Anthony
Freeway.It would be considered as a violation of public trust.In that it was designed
as a residential street.9nd not for commercial or industrial usage which would
lower some more our property values.
Widening
I am against wideneng at any time .)for the following reasons.
(1)This was defeated some time ago.
(2)It would intensify- present heavy traffic and speeding. Also
the built in driveway problem previously mentioned.
(3)Boulevard shade trees would be destroyed.Ekposing ugly Northern
States Power Co.poles.W6 would truly be ,as someone in high places described us,
"Cretin Ave. Cow Town Citizens ".
(4) Many a real estate sale has not been consummated because
Cretin ave. is not a safe place to raise a family.
